REMUNERATION:
 The remuneration for the post of National Project Manager is between USD 1,947 to USD 2,723 (SB-4, Step 1 to Step 3) monthly based on the qualification and experience of the candidate.
 The selected candidate will also receive 8.33% of monthly salary as pension benefit/coverage on a monthly basis.

Duties & Responsibilities

The National Project Manager (NPM) reports under the general supervision of the FAO Representative, direct supervision of the Senior Project Operations Officer (SPOO) in Afghanistan and the technical guidance and supervision of the LTO in the FAO Regional Office for Asia and the Pacific (RAP), Bangkok, Thailand (FAO-RAP),
The incumbent will closely collaborate with the other Project Task Force (PTF) members, FAO staff and national project government counterparts and other relevant technical units.

The NPM will be tasked with the day-to-day management of all technical inputs and the implementation of field activities at the national/local level as per the agreed project work plan and reporting procedures in accordance with FAO-GEF rules and regulations. The NPM’s prime responsibility is to ensure that the projects (GCP/AFG/081/GFF and GCP/AFG/083/GFF) produce the planned outputs and achieves the planned indicators and indicator targets by undertaking necessary activities specified in the projects’ documents to the required standard of quality and within the specified constraints of time and cost. This will require linking the indicators to the work plan to ensure Results-Based Management. The NPM will also be responsible for meeting government obligations under the project and will perform a facilitation role for mutual partnership with the Government, FAO and other UN Agencies, NGOs and other project partners.

Key executing project partners are as follows: Ministry of Agriculture, Irrigation and Livestock (MAIL), National Environmental Protection Authority (NEPA), Ministry of Energy and Water (MEW) and the Ministry of Rural Rehabilitation and Development (MRRD).

In order to achieve the project objectives, the NPM will be expected to be responsible for the following activities:


Project planning and implementation:

 Ensure that the administrative, technical and financial processes are carried out in conformity with FAO-GEF regulations, policies and procedures including the coordination of contract and procurement processes;
 Lead and prepare the FAO Terms of References (ToRs) of the project staff, coordinate their timely deployment;
 Guide the work of consultants and sub-contractors/purchase orders and oversee the compliance with the agreed work plan and deliverable;
 Prepare detailed results-based Annual Work Plan and Budget (AWP/B) in collaboration with PTF members and National Project Director and submit it to the Project Steering Committee (PSC) for review;
 Establish and operate the National Project Implementation Unit (NPIU) at MAIL as appropriate and act as a secretary of the PSC meeting;
 Supervise and support Provincial Coordination Units (PCUs) and Provincial Coordinating Committee (PCC);
 Prepare Terms of References, Letter of Agreement and other contractual documents required for the project activities and agree with the Budget Holder;
 Supervise and coordinate the project tasks to ensure that their results are in accordance with the agreed Project Results Framework and the FAO-GEF guidelines and procedures;
 Collaborate, guides and supervises the work of the members of the NPIU and the National Focal Points;
 Organize project workshops such as inception and validation workshops, project meetings, events and field missions including logistics and drafting of mission ToRs;
 Facilitate and accompany all missions to be conducted by the team of international consultants in cooperation with the national experts in the country, as well as in the project sites. Provide language support and interpretation to the international consultants, where necessary;
 Provide technical inputs and prepare documents for the PPG project. The work includes multi-stakeholder mapping and capacity needs assessment report in consultation with team members, data compilation for project’s work plan, implementation arrangement and results-based project budgeting, and obtaining of project co-financing letters through the discussion with potential project partners;
 Supports budget holder in providing the necessary information and checks to proceed with operational and financial closure of the project;

Project monitoring and reporting:

 Monitor project progress as agreed in the AWP/B, and provide remedial actions such as drafting budget revisions and organizing monitoring missions, if required;
 Manage and monitor the project risks initially identified and submits new risks to the PSC for consideration and decision on possible actions if required;
 Elaborate standard project documentation along with the project’s M&E plan such as meeting/workshop reports, six-monthly Project Progress Reports including gender/youth assessment, the annual Project Implementation Review (PIR), GEF Tracking Tools, Co-financing reports, terminal report etc.;

Partnership building and knowledge management:

 Maintain regular contact with FAO Country Office and the National Project Director on project implementation issues of their respective competence;
 Develop and maintain relationships with counterparts in the country to ensure adequate and timely technical inputs to the project and ensure their co-financing contributions are provided within the agreed terms;
 Facilitate information sharing and generate awareness on the projects and progress to stakeholders, whenever required;
 Builds strategic partnerships and synergies to enhance the impact and sustainability of the project outcomes;
 Represent the Organization at project meetings and events, identify strategic partnerships, advocates best practices and increased policy dialogue and develop and negotiate effective working relationships/ consensus and agreements with national stakeholders;

Other activities:

 Provide technical assistance and coordination for sustainable forest management criteria & indicators, land use, land use change and forestry sectors (LULUCF) and Reduction of Emission from Deforestation and Forest Degradation (REDD+) activities, integration into forest and land management plans and carbon monitoring for the PPG project;
 Undertake any other activities required for the fulfilment of the mandate of the post by FAO;

Key Performance Indicators
Expected Outputs:
1. Annual Work Plan and Budget (AWP/B) agreed by the Project Steering Committee;
2. Six-monthly Project Progress Reports including gender/youth assessment, the annual Project Implementation Review (PIR), Terminal Report;
3. Final multi-stakeholder mapping and capacity needs assessment report for the PPG project;
4. Final Workshop Reports (Inception and Validation for both projects) and Final PPG Activity Report;
5. Any further deliverable, if required; Required Completion Date:
Before or after immediately the workshops, meetings, events and milestones following the assignment plan submitted by the incumbent and agreed with FAO;

Job Requirements

Minimum Requirements
 Advanced University Degree in Engineering, Management or Environmental Sciences or Development Studies, Public Relations, Social Sciences, Natural Resources Management or related disciplines;
 At least seven (07) years of relevant work experience in Project Management and/or Coordination in the area of land/natural resources management, agriculture, forestry, land use planning, or related field;
 Previous work experience with UN or other international organization and donor is an advantage;
 Strong interpersonal and communication, reporting and presentation skills;
 Excellent knowledge of English and local languages, both spoken and written.
 Excellent writing and communication skills in English and Dari or Pashto.

Technical/Functional Skills
 Working experience with ministries, national institutions and rural sector in Afghanistan;
 Ability to effectively coordinate a large, multi-stakeholder project with results-based management;
 Ability to deal with the political, technical, and people management challenges, administer budgets and work effectively with counterpart staff at all levels and with all groups involved in the project;
 Strong computer skills, in particular mastery of all applications of the MS Office package and internet search;
 Extent and relevance of organizing stakeholder meetings and workshop with national participants;
 Experience in multi stakeholder analysis and mobilization and awareness creation in development projects;
 Familiarity with UN agencies and GEF procedures for project implementation will be considered an asset;
 Familiarity with climate change and sustainable land and forest management issues in Afghanistan, including the political, institutional and socio-economic contexts;
 Experience with using relevant office computers, especially MS Office (Windows, Word, Excel, Power Point and Outlook) and Internet;
