REMUNERATION:
The remuneration for the post of National Security Guard is USD 721 (SB-1, Step 3)
The selected candidate will also receive 8.33% of monthly salary as pension benefit/ coverage on a monthly basis.
Organization Settings:
FAO assistance in Afghanistan is centered on six priority areas of support agreed with the Government: Fostering agricultural productive capacity; Improved water resource and irrigation management; Formulation and implementation of effective agricultural policies; Improved natural resource management, through sustainable environmental management; Food and nutrition security and enhanced institutional capacities to address issues regarding food safety and quality; Capacity development for emergency management.
Project Background:
The project goal is to promote inclusive growth and job creation in the agricultural sector by strengthening the capabilities of producers and private enterprises to effectively link Afghan farmers to domestic and international markets. The basic premise is that agricultural-led economic growth is the key to improving food security, rural poverty reduction and agribusiness development.
This will be achieved through a value chain (VC) approach. The project will invest in improving productivity and facilitation of the development of wheat, high value crops and livestock value chains as well as enhancing the capacity of P/DAIL (Provincial / District Agriculture, irrigation and Livestock Department) in sustainable value chain development.
The focus of the project is on developing the demand for local agribusiness, enterprises and input and service providers, and enhancing their capacity so that the VC is improved, more efficient and more profitable and hence sustainable. Using a VC approach the programme has been designed to overcome constraints to business performance and corresponding sales/turnover of agribusinesses. This will also lessen the government’s dependency on foreign aid through local private sector growth and investments.
Involvement of the private sector will include developing and supporting market access for both domestic and export markets, and will build on past successes of USAID and FAO/PAIL in the region. Interventions will leverage public and private sector investments already made in the country’s western provinces.
The position is located in FAO project in Herat– Afghanistan with frequent travels to other project locations in the country.
Reporting Lines / Supervision Received/Exercised:
UN FAO – is seeking a qualified candidate to fill the position of Security Guard, under the overall guidance of the security unit and the direct supervision of Field Security Officer. The contract extension will be conditioned to satisfactory performance evaluation as well as availability of fund. The incumbent will work under the overall supervision of the FAO Representative and direct supervision of the Field Security Officer (FSO), the incumbent will be responsible to:
Key Functions/Results:
Patrol and maintain security of office premises and grounds including overnight guards duties as required; reporting any irregularities;
Access control admission of visitors by properly checking their Identity cards;
Respond to emergencies affecting safety of the premises and notify direct supervisor;
Open and close the office building during the working hours;
Check to make sure that all office equipment, lights etc. are working properly and turn them off after working hours.
Attend radio calls, take messages and keep track of all road missions;
Keep record of incoming/outgoing messages;
Maintain and keep track of communications with field missions;
Maintain update directives and security personnel lists;
Assist in ensuring that all VHF and HF radios are in good working condition;
Liaise with field security unit on a daily basis regarding radio room activities;
Liaise as necessary with the project administration, local security officer, police authorities, fire service and other emergency services;
Report for duty as and when necessary (on call)
To receive incoming document with the observance of the safety measures and should be carefully examined, when necessary by metal detector;
To receive visitors and incoming telephone calls and ensure that the correct messages are taken and delivered to appropriate staff member;
Ensure that the security guidelines and recommendations are being properly followed by staff;
Education:
Completion of secondary school education
Security Guard training is an advantage
Basic computer literacy
Work Experience and Additional Skills:
At least five (05) years of relevant work experience;
Experience with the UN or International Organization is an asset;
Proven work experience as a security guard or relevant position
Excellent knowledge of public safety and security procedures/protocols
UNDSS certification in any of the following is an asset: Security Certification Programme, Hostage Incident Management and Emergency Trauma Bag (ETB) Qualification.
Ability to work with minimum supervision
Language Skills:
Working Knowledge (Intermediate) of English language in both oral and written and fluent in local languages.
