In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education, and health.
POSITION OBJECTIVE
Under the direct supervision of Senior Engineer of PIU, the Senior Planning and GIS Specialist will be responsible for preparation of the project work plans, updating the plans on regular bases according to the project agreements with donor, provide project’s digitized maps to be sued by project and IPs engineering teams. He/she will monitor the implementation of the project plan by relevant departments of PIU and IPs. He/she will be coordinating the projects plans with WASH committee and secretariate and other active organizations in water and sanitation sector to avoid duplications, overlapping and make sure required collaboration among sector actors are in place.
JOB DUTIES AND RESPONSIBILITIES
• Overall management of GIS/Planning Activities for the project.
• Managing and developing standard planning procedures.
• Prepare project planning procedures, criteria and tools for targeting disaster effected rural areas. Using MS Project, primavera and other useful and up to date planning tools and software.
• Development of project identification, prioritization and selection criteria, procedures and manual to be used by IPs while selecting the rural water and sanitation projects in target communities.
• Conduct workshops and training for the PIU and IPs staff on planning and projects selection methods.
• Production of location maps for water points/systems using GPS data, (shape files)
• Preparation of annual plans and budgets for the rehabilitation and construction of water projects in coordination and collaboration of relevant PIU teams and IPs.
• Coordinating with other organizations involved in water projects rehabilitation & construction works to avoid duplication and strengthen synergy in water projects/programs developments in the country.
• Sharing project planning information with the WASH sector management entities for the updating and development of WASH master plan.
• Conduct meetings, pre meetings, conferences and workshops, to find the best solution do the coordination between the stakeholders.
• Close coordination with MIS Unit in order to exchange the necessary data.
• To carry out the responsibilities of the role in a way which reflects AKF (Afg)'s commitment to safeguarding staff, beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy.
• To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.
OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
• Will be authorized to communicate all project planning issues with IPs.
• Will review, oversee and monitor the implementation of project plan with IPs and propose improvements to the IPs for proper implementation of the plans.

JOB SPECIFICATION
• University degree in civil engineering, geospatial/GIS, or a related field. Master's degree will be preferred.
• Knowledge and ability to apply computer applications to include MS Word, MS Project, Excel, PowerPoint, and Outlook.
• Fluency in English, Farsi/Dari, and Pashtu languages.
• Proven experience of at least 7 years in planning of rural infrastructure projects. Experience in WB funded rural development and community driven projects implementation will be preferred.
• Familiarity with rural development projects selections, planning and GIS standards, procedures, and regulations.
REQUIRED CORE COMPETENCIES

• Excellent stakeholder management skills and profession.
• Ability to work independently and manage multiple tasks simultaneously.
• Relevant knowledge of project planning, and usage of MS Project, primavera and etc.…
• Familiarity with communities, CDCs, DDAs and CSO will be required.
• Strong communication and interpersonal skills to effectively collaborate with stakeholders and team members.
