Duties & Responsibilities


Summary of Key Functions:

• Provide technical support to the Cluster strategy
development, program and project analysis and design as
well as other planning and implementation work of the
Clusters, with particular support provided to the Cluster
Secretariat.
• Maintain a close working relationship and coherent
coordination with Private Sector Development and Economic
Governance Cluster line ministries.
• Undertake consultative missions and meeting with partners
to determine needs, identify areas of cooperation and
support and inform them regarding PRIVATE SECTOR
DEVELOPMENT AND ECONOMIC GOVERNANCET priorities and
programs;
• Provide technical advice and guidance to enable PRIVATE
SECTOR DEVELOPMENT AND ECONOMIC GOVERNANCET members to
define priority action programs and projects which will
address economic and infrastructure development.
• Collect and analyze information on PRIVATE SECTOR
DEVELOPMENT AND ECONOMIC GOVERNANCET Cluster matters and
politico-economic data; Coordinate the development of up-
to-date thematic and country files;
• Supervise information packaging and clearly and concisely
communicate data to the PRIVATE SECTOR DEVELOPMENT AND
ECONOMIC GOVERNANCET.
• Analyze progress in PRIVATE SECTOR DEVELOPMENT AND
ECONOMIC GOVERNANCET as the basis of sustainable
development;
• Contribute to a dynamic process that assists PRIVATE
SECTOR DEVELOPMENT AND ECONOMIC GOVERNANCET Cluster
members to think outside of the box, encourage difficult
choices if needed, and assist in developing and
implementing cutting edge programs.
• Ensure consistency of Cluster concepts and planning
approach among Clusters by helping to identify linkages
between Cluster objectives, and facilitating technical
coordination within and across the Clusters.
• Provide facilitation for Cluster strategy and planning
sessions as well as technical working group meetings
focused on implementation, when appropriate.
• Assist Sr. Advisor in developing programs and their
projects that have been outlined by the Cluster,
including costing portions of the programs, developing
budgets, indicators, etc.
• Liaise, as appropriate and desired by the Cluster
Coordinator, with various donor governments/organizations
to solicit tentative feedback on Cluster plans; provide
information on donor activities to the Cluster when
relevant, and maintain donor interest and buy-in of the
Cluster process.
• Support the Cluster Manager in ensuring the proper and
efficient flow of information between the CCC Secretariat
and the Cluster.
• Provide technical support to the program teams at
individual ministries/ agencies as requested by the
Cluster Secretariat.

Reporting to:

Private Sector Development and Economic Governance Cluster Secretariat and ANDP Project Manager

Deliverables:
• Ensure that the Cluster’s National Priority Programs are
implemented in an integrated manner with the larger
national plan and the plans of other Clusters.
• Provide technical assistance to the Cluster secretariat
and ministry focal points to facilitate planning and
implementation of the Clusters process and identified
national programs in support of the envisioned objectives.

Job Requirements

Education:
• Advanced university degree (Master's degree or
equivalent) in Economics, Business Administration,
Private Sector Development, or a relevant scientific
discipline. A first level university degree with a
relevant combination of academic and professional
qualifications may be accepted in lieu of the advanced
university degree.

Experience:

• At least eight to ten years of progressively responsible
experience in a field relating to sustainable
development, post-war recovery and/ or Public
Administration.
• Direct senior-level experience in Afghanistan interacting
with GoA officials and ministries.
• Skill in translating policy directives into practical
application through ministry national priority programs.
• Possess linkages to donor governments and organizations
and be knowledgeable of non-GoA aid programs and
activities related to the Cluster.

Language Requirements:

• Fluency in written and oral English is a must and
proficiency in Dari and Pashto.
