REMUNERATION:
 The remuneration for the post of National Dairy Industry Development Specialist is between USD 1,947 to USD 2,723 (SB-4, Step 1 to 3) monthly based on the qualification and experience of the candidate.
 The selected candidate will also receive an additional 8.33% monthly salary as pension benefit/coverage on a monthly basis.

Duties & Responsibilities

Under the general supervision of the FAO Representative and the Chief Technical Advisor (CTA), direct supervision of the National Field Manager (NFM), in close collaboration with counterpart authorities and other national and international staff, the incumbent will be responsible to:

 Implement development activities for wheat crop/seed and value chain development in the target project provinces.
 Train PAIL staff in wheat and wheat value chains development.
 Support and contribute to the wheat VC implementation and analysis.
 Provide on the job training and supervise the wheat specialists at district level.
 Assist the NFA and the CTA to develop and improve wheat/ seed value chain in the project area including improving of existing wheat/seed enterprises and input and service providers and agribusinesses based on the VC results and recommendations
 Lead the implementation of a detailed Annual Work-plan on the first and second project components.
 Assist the NFA to develop a wheat/seed production data collection network and help in analyzing wheat/seed production data to prepare recommendations for value chain stakeholders.
 Directly supervise and guide wheat/seed value chain activities, by providing training and supervision for field staff in extension work, data collection and analysis, in particular the training on improved production practices, genetic potential, mechanization to reduce drudgery and options for improved wheat and wheat seed harvesting, sorting, grading, cleaning, quality control and storage, processing and marketing.
 Directly supervise the development of improved and expanded processing and marketing structures for wheat and seed products and the development of enterprises and interest groups and farmers’ organizations who will participate in or collaborate with the project.
 In collaboration with the International experts on crop production, mechanization and seed technology/enterprise, implement pilot activities, intercropping for improved productivity e.g., through introduction of pulses,
 Led the set up and demonstration of Conservation Agriculture and Climate Smart agriculture for increased productivity and profitability for wheat producers.
 Link with local wheat and seed enterprises in developing and expanding their enterprises.
 Support local wheat and see enterprises in developing proposals for accessing and utilizing the project Innovation Fund. This will include service and input providers.
 Advice on the equipment and materials needs for on wheat and wheat seed product value addition and shelf life extension at provincial and district level.
 Report on progress of work/programme and signal in advance problems that may hamper such progress.
 Ensure the implementation of the project activities according to the Work Plan.
 Arrange the procurement of material and supplies.
 Provide training and supervision to field staff in extension work, data collection and analysis.
 Report to the NPO, Kabul on all activities related to the wheat production programme and compile / summarize a monthly report (s) based on the field staff input.
 Prepare extension material and other reports, monthly or as required.
 Provide inputs to support and guide the development of innovations by entrepreneurs to access and optimize investments of the Innovation Fund.
 Engage with local service providers and supervise the wheat components of service contracts.
 Perform any other related duties as may be directed by NFM and CTA or other authorized FAO designated staff.

Job Requirements

 Advanced university degree in Agriculture, Agronomy, Crop, Horticulture; or closely related field;
 At least ten (10) years of relevant work experience in the crop / seed, or horticulture industry development, with special knowledge and experience in value chain and industry development or related field;
 Experience and knowledge of FAO rules and regulations along with experience guiding, in supervisory capacity, a multinational team of technical staff;
 Good interpersonal communication and coordination skills;
 Ability to identify and resolve problems expeditiously and pragmatically; tact, initiative and sound judgment;
 Ability to establish and maintain good working relations with other staff / colleagues from different cultural backgrounds as well as with line ministries, counterparts, and other stakeholders.
 Working knowledge (level C) of English and the most commonly used local language ( i.e. Dari and Pashto)
 Good computer skills including MS Office Package.
