About Afghanistan Capacity Building for Results Facility (CBR)

Job Summary

a) Implementation by donors and line ministries of an approved government salary scale for all NTA personnel;
b) Transition of existing salary scales to a pay structure that is financially sustainability on the national budget in order to allow skilled and qualified NTA to be absorbed into the civil service;
c) Increased government control over NTAs; and
d) Transparency and accountability over salaries paid to NTA personnel.

The policy requires that all line ministries and donors shall apply the new scale to the donor funded consultants and all donors shall also provide information to the Budget Department of the Ministry of Finance on number of NTAs and their salary ranges funded through off budget mechanisms. The policy also obliges the Budget Directorate to develop a database where all on-budget externally funded staff shall be registered and available information on the off-budget NTA can be captured.

In order to effectively implement the National Technical Assistance Remuneration Policy through improved coordination with donors and line ministries, the Ministry of Finance is hiring a NTA Coordinator who shall primarily reach out to donors and respond to the questions and concerns of line ministries and promote better understanding and implementation of the NTA Policy

Duties & Responsibilities


Develop a procedure manual detailing requirements for conversion from the existing salary scales to NTA salary scale,

Provide direct advisory to DG Budget on the implementation of the policy and coordinate with donors and development partners on issues concerning the application of the NTA,

Provide training and coaching to line ministry officials on the adoption of NTA to all contracted personnel and guide them on the HR planning and management of the NTA personnel

Report to Ministry of Finance on the implementation progress of the NTA by donors and budgetary units and recommend solutions to the challenges arising during the implementation stage,

Detailed Job Description:
1. Develop a procedure manual detailing requirements for conversion from the existing salary scales to NTA salary scale,

Establish NTA coordination team and administrative processes with clear functions and reporting lines to the MoF Director General of Budget.

Develop guidelines on the NTA remuneration, benefits and terms and conditions of the NTA personnel,

In compliance with the NTA policy, develop detailed procedures for conversion from the existing salary scales to the NTA salary scales,

Reach out to donors and establish working relationship with units and individuals who are responsible for NTA related issues in respective donor agencies.
2. Provide direct advisory to DG Budget on the implementation of the policy and coordinate with donors and development partners on issues concerning the application of the NTA,

Provide regular and accurate briefings and guidance to donors and line ministries on how to implement the NTA policy.

Regularly collect information and feedback from donors and line ministries on implementation of the NTA including challenges and suggestions for improvement of the guidelines.

Serve as a secretariat role for the NTA Oversight Executive Committee including documentation and follow up on its decisions and recommendations.

Ensure that data on the donor funded consultants is properly collected, recorded and updated by the Budget Dept.
3. Provide training and coaching to line ministry officials on the adoption of NTA to all contracted personnel and guide them on the HR planning and management of the NTA personnel

Provide support to Line Ministries on the methodology to align qualifications, experience and job functions of existing non-Tashkeel personnel to grades and salaries in the NTA Salary Scale.

Explain to the officials from the Budgetary Units/Line Ministries on the contract terms and conditions for NTA personnel, in line with guidance in the NTA policy,

Respond, in a timely manner, to all queries regarding implementation of the NTA guidelines from the budgetary units.

Establish best practices, internal controls and oversight in Human Resources recruitment and management of NTA personnel.

Provide periodic presentations and training to the staff of Budget and Treasury Departments and HR directorates of line ministries on how to ensure implementation of the NTA policy.
4. Report to Ministry of Finance on the implementation progress of the NTA by donors and budgetary units and recommend solutions to the challenges arising during the implementation stage,

Prepare regular reports on the status of NTA implementation in all ministries and agencies.

Manage an independent evaluation of the implementation of the policy if commissioned by the Ministry of Finance.

Provide periodic reports to DGB and MoF management on the implementation progress, challenges and suggestions on the NTA application

Other Tasks:
Any other tasks and responsibilities as required or requested by direct supervisor in line with the job context.

Job Requirements


Bachelors in Public Administration, Business Administration or any other field that can be considered relevant. Candidates with Master’s Degree are preferred.

A minimum of 3 years for candidates with Bachelor’s Degree and 1 year for candidates with Master’s Degree in the areas of donor coordination, project management, donor relations or any other field that can be considered relevant. Candidates with additional years of experience working directly with donors and international organizations are preferred.

Experience in providing strategic advices to senior officials

Ability to build productive partnerships with various stakeholders
Ability to write quickly, clearly and concisely;
Ability in transmitting knowledge and building capacities;
Ability to act as a team player and leader, with strong interpersonal and communication skills;
