Job Summary

WORK CONTEXT / BACKGROUND:
The position is located in World Vision Afghanistan HRT office and Zonal Offices in Ghor and Badghis.

Maternal and Under-5 Nutrition and Child Health Project (MUNCH) project is a three year initiative whose goal is to meet basic health needs and reduce vulnerability of the people in Western Afghanistan, with a focus on women and girls in three Western provinces of Herat, Badghis and Ghor. The project will achieve this through 1) enhancing healthy nutritional practices by mothers, new-borns and children under five, and 2) increasing equitable and gender sensitive health services to mothers, new-borns and children under five. The target population for this project is nearly 2 million people in three provinces.

PURPOSE OF POSITION:

This is a full-time, grant-funded Nutrition Supervisor position based in Herat. The Nutrition Supervisor will be responsible for the day to day Nutrition activities of the project. He/ she will be responsible for planning, reporting and supervising daily field activities. He / she will supervise at least 5 technical staff. The candidate should be highly motivated and use a lot of initiative to ensure the project actives are accomplished. He will be responsible for ensuring that the relevant stakeholders are part of the project implementation and that relevant collaboration has been undertaken to avoid any form of drawback to project implementation. He/she will have to work closely with the Nutrition department to ensure standards of project activities are compliant with requirements of the ministry. He will also coordinate the relevant nutrition data collection and in collaboration with the M & E Field Officer ensure that the data is appropriately captured and shared as planned.

Duties & Responsibilities

ROLE DIMENSION / DESCRIPTION TIME SPENT
1. Project Supervision and Evaluation 30 %
 Coordinate closely with the Zonal Project Supervisor to ensure timely implementation and evaluation of the project activities.
 With project manager /zone managers.
 Provide innovation in to WV Afghanistan’s broader health initiatives .Provide on-going assistance, capacity building training of partners and community groups to facilitate program delivery.


Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the planning and implementation of the project.


Plan and conduct PD Hearth Sessions in targeted villages.


Conduct community awareness on benefits of dietary diversification.


Facilitate the holding of cooking demonstrations for locally available foods.


Identify high risk communities, provide education and promote use of micronutrient powder.


Ensure supervised staff understand and implement the concept of gender mainstreaming in all project activities.
2. Reporting and Administration 20 %
 As per donor requirements, create and compile project reports to be submitted to the Zonal Project Supervisor.


Enhance programme efficiency and effectiveness through evidence base approach and implementation follow-on, including monitoring MUNCH supplies, assistance related to health and nutrition

 Create and present monthly project activities (including those of the partner) and future plans to Project Supervisor/.
 Ensure that monitoring and information management tools are up to date and contain all relevant information.

 Travel regularly to all project sites to ensure proper implementation and quality of project activities.
3. Personnel Management 20 %
 Provide support, guidance and direct supervision to 1 Community Develop Workers, 2 Community Health Workers, 1 Mobile Health Officer and the Nutrition Assistant..

 Monitor and appraise staff performance under supervision and raise any issues with Zonal Project Supervisor if necessary.

 Engage in active capacity-building, both formal and informal, for staff under supervision.
5. Liaison and Advisory 20%
 Project manager, project supervisor under supervision regularly Develop and maintain excellent working relations with partners, community leaders and other stakeholders.
 Ensure the nutrition activities are in compliance with MoPH Nutrition strategy.
 Liaise with relevant government departments for planning and collaboration of nutrition activities.
6. Security 10 %
 Follow up the security department advice on daily security situation and adjust travel plans as required.

Job Requirements

Knowledge, Skills, Abilities:
(The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.)
Education: Nutritionist/Medical Doctor/Nurse/Medical Assistant (Graduate of a recognized Medical training institute) or its equivalent. Essential
Knowledge & Skills: Dari, English - Fluent Written & Spoken. Essential
Knowledge of the latest theories, technology and practices in:

Child and Maternal Nutrition and Health

Nutrition and Health Promotion and disease prevention

Educational Interventions in Health and Nutrition Care

Emergency Health and Nutrition,

Equity, gender equality and diversity awareness. Essential

Experience: At least three/two years’ experience in health and nutrition activities and coordinating with other NGOs, UN and Government. Essential
Experience is supervising technical staff. Essential
Knowledge of and adherence to the Sphere standards and NGO Code of Conduct. Preferred
Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina. Desired

Work Environment:
Shared offices in the provinces. Communication and other required work equipment and supplies provided and shared with other projects.
Team-house accommodation is provided in the province if employee is not from that province.
Substantial Project Management experience with Health and Nutrition based projects. Preferred
Ability to work within and meet deadlines and reporting requirements (e.g. quarterly, semi-annual and annual report). Essential

Excellent English communication skills (oral and written). Essential
Thorough knowledge of MS Office and Lotus Notes. Preferred
