Under the direct supervision of the Area Managers, the Operations Assistant duties and responsibilities will include but not limited to:
Planning:
• Assisting with the preparation of the monthly, quarterly and yearly regional operations plans.
• Assist the OPS Associate, in preparation of annual and quarterly operational plan. Producing and monitoring of the Weekly Asset Location report out of IMSMA in the AMAC level.
• Develop and maintain operational planning data, monitoring of demining assets productivity through the systematic querying of IMSMA. (Assist in analyzing mine action activity out of IMSMA)
• Development of Clearance Plans through field visits in coordination with OPS Associate and IPs.
• Review Clearance Plans in coordination with AMAC OPS Associate and Area Manager.
• Monitor the updating of planning data in IMSMA to resolve discrepancies between planned and actual productivity based on the Clearance Plans.
• Review and update Operational MS Project Task plans to ensure that tasks are created in IMSMA and inline with the approved annual operational plan.
• Assist in evaluating and tracking the AMAC Quarterly Work Plans.
• Assist in evaluating and tracking the AMAC Annual Area Operational Work Plan.
• Assist in co-ordination of Demining resources including assessment of priorities and resources implications;
Operations:
• Assist with providing technical recommendations to the Area Manager and implementing organizations.
• Provide activity reports on mine action operations being performed in the region.
• Assist with conducting the quality check of all contractor reports before and after entry into the IMSMA database.
• Participate as a member of Boards of Inquiry into accidents/incidents when required.
• Attend operations coordination meetings and TWG when required.
• Assist in the conduct of investigations into demining incidents and accidents.
• Assist with the response to requests for mine action assistance by local authorities or other organizations and groups.
• Assist with the consolidation of all IPs monthly reports on a monthly basis.
• Assist with the management of the bookings at the CDS for bulk demolition activities.
• Attend meetings with other agencies in the absence of the OPS/QA Associate.
• Other tasks as directed by the OPS Associate and Area Manager.
• Assisting the Area Managers with the management of all Mine Action Assets in his/her area of responsibility.
• Assist with the Demining Team Leader on the preparation of MF clearance plan
• In the absence of OPS Associate, handle his/her duties
• Monitor mine action affairs by regularly visiting the field operations.
• Preparation of briefing documents for operations meetings.
• Maintenance and control of task orders and briefing the details to the teams and carry out debriefing on the collected data.
• Provide technical advice needed by field operators.
• Tasking of all mine action teams in the area. (Manual Clearance, Survey, MDGs, EODs, BAC, MDU, MRE and LIAT) in his area of responsibility
Quality Management:
• Monitor the managerial and technical management of operations and the implementation of mine action activities in line with the Afghan Mine Action Standards (AMAS) and QM Standard Work Procedures (SWP) developed by .
• Concentrate on critical aspects and stages during the clearance process and act on those results that require rectification by clearance organizations through special follow-up monitoring;
• Provide technical recommendations/suggestions to the implementing partners (IPs) in accordance with the observations made during the QA/QC process, and ensure that those recommendations are effectively implemented;
• Ensure that the IPs have in place their own internal Quality Assurance systems and that they are being applied accordingly;
• Cease on-site operations if and when critical non-conformities applicable to safety and/or technical procedures are noticed, as per AMAS
• Participate in verification of cleared areas as required;
• Participate in the accreditation/licensing process as required;
• Ensure that daily activity reports are provided to the OPS associate in due course;
• Secondary Diploma; or relevant certificate.
• 2-3 years relevant experience in the field ( preferably with Mine Action)
• Thorough knowledge of AMAS.
• Good understanding of Quality Management procedures.
• Proven leadership skills.
• Good written and oral communication skills in English, Pashto and Dari
• Good computer / IT skills (MS Word, Excel spreadsheet, etc).
• Excellent teamwork
• Able to work to a deadline with minimal supervision.
• Physically fit and willing to work and live under field conditions.
