Duties & Responsibilities



Analyze and advice on MoRR HR Development and Training policies, systems, procedures and manuals and their alignment with relevant legal, policy and strategic frameworks

Develop departmental terms of reference for MoRR department considering the overall MoRR policy and strategy.

Advise HR Directorate on development of a MoRR HR Development and Training policy and operational plan based on clearly defined learning objectives

Provide technical support for development and application of tool for analysing staff development and training needs

Provide technical support for design and implementation of in-house and external training programmes within MoRR’s mandated fields

Support implementation of performance measurement and management systems and processes

Support the Monitoring & Evaluation of staff development and training activities in MoRR

Job Requirements


University degree, preferably in Organizational Development, Human Resource Development, Public Administration Reform, Business Administration or related subject

Minimum 5 years development or public sector management experience, including at least four year’s experience in a role with responsibilities for public sector HR development, training or capacity building

Significant professional experience in providing training, coaching and mentoring to local counterpart staff

Able to produce training material and other standard HR development and training documents in English

Excellent English written and spoken communication skills

Previous experience insecure or post-conflict environments an advantage

Experience: 5-7 years relevant working experiences
