Job Summary

ACEBA is seeking a qualified Outreach and Training Coordinator to carry out the workforce development activities in Kabul & Mazar, with the possibility of traveling to the targeted provinces under each region. The Outreach and Training Coordinator will be responsible for the capacity building and training program and activities, and ensure smooth, high-quality program implementation in compliance with DAI/ACEBA policies, regulations, and quality standards and collect and process all relevant documentation related to it. He/she will work to ensure the achievement of the results-based objectives of the project. He/ She will establish relationships with the training providers and other stakeholders to identify the skills gaps and opportunities for capacity-building intervention to enhance the efficiency of ACEBA-targeted value-chain businesses. He/she will also coordinate with the Capacity Building & Placement Manager based in his or her Regional Office to schedule and organize Vocational Job Readiness Training (VJRT) and other training for ACEBA beneficiaries as required.

 

S/he will be based in Mazar & Kabul Regional Offices, with frequent travel to Provinces and other Regional Offices. 


Duties & Responsibilities

·     In close coordination and with input from the Capacity Building and Placement Manager conducts skill gap analysis and identifies skill gaps in the targeted value chains of ACEBA that needs to be addressed. (Saffron, Carpet, Cashmere,). Mapping out training and capacity-building interventions, plans, and schedules to close the identified skill gaps.

·     Maintain a good understanding of workforce needs, skills analysis, job placement, and MSME/BDS/ exporter capacity building in the region and provinces under the region.

·     Facilitate outreach to qualified beneficiaries and businesses in the region by developing regional communications and outreach activities by contacting business service providers in the region and carrying out the provincial level capacity building and placement-related program activities in the targeted provinces.

·     Work closely with project subcontractors and or/grantees on the development of appropriate training material and implementation of workforce activities in the region.

·     Coordinates any training activities with related departments such as operations, M&E, and security. Coordinate closely with the M&E team to monitor capacity-building programs and activities and follow up on the M&E findings in cooperation with Capacity Building and Placement Manager. Monitor Pre and Post-test in the first and last days of the training program. Routine field monitoring of the training’s implementation to ensure timeliness and quality of training to deliver desired results in targeted value chains.

·     Follow all workforce development program activity procedures, including promoting activities, collecting applications/ information from applicants, providing support with entering data into the Knowledge Management Portal (KMP), and ensuring all readable and acceptable required documents of the applicants are uploaded into KMP, collecting and processing apprentices timesheets in a timely manner, responding to Finance comments as soon as comments received from Finance, and collecting feedback and information from employers in a routine basis.

·     Ensure proper screening of the applicants for training that will lead to full-time employment and/or effectively and efficiently contributes to ACEBA mandates. Ensure applicants are adequately matched with training, and that training is in the field of interest to the career of the applicants.

·     Identify appropriate venues to conduct Vocational Job Readiness Training (VJRT), complete the Training checklist for each venue and ensure VJRTs are conducted on regular basis in the region and monitor training in a routine basis to ensure the quality of training provided. Ensure all beneficiaries are properly screened and complete an initial (VJRT) and orientation to enhance their employability.

·     Maintain regular contact with beneficiaries, and host companies through phone calls, and visits. Invite beneficiaries to VJRT and enroll trainees in appropriate sessions in ACEBA’s KMP in a timely fashion.

·     In coordination with Capacity Building and Placement Manager plan VJRT and conduct VJRT training in the region

·     Conduct outreach to, identity, and selection of businesses to host interns and apprentices in the province. Collect information on internships, apprenticeships, and job openings from employers in the province and provide support with the upload into ACEBA’s job matching database. Ensure applicants are best matched to an internship/apprenticeship or a job position.

·     Contribute to career days, networking & other job information events in coordination with the CBPM.

·     Assist applicants who are completing internships and apprenticeships, training, on job training to secure places of employment.

·     Any other task assigned by the supervisor. 


Job Requirements

·     Bachelor’s degree with at least 4 years of relevant experience in Outreach and Training areas, capacity building, and scholarship management experience in large and complex projects, preferably USAID-funded. Master’s degree preferred.

·     Expertise in assessing training needs and monitoring learning gains.

·     Good knowledge of monitoring and evaluation of training.

·     Demonstrated detail orientation and ability to manage multiple tasks effectively and meet deadlines.

·     Proven interpersonal, reporting, and coordination skills.

·     Experience with workforce training, especially for women and youth.

·     Ability to travel to regional offices – Mazar, Kabul, and Herat. Ability to travel within the regional office parameter

·     Fluency in written and spoken English, Dari, and/or Pashto.
