Job Summary

The Payroll officer is responsible to process the required payrolls (salary check lists) of all the appointees recruited through CBR (SMGs, PSU Staff, MIPs, Advisors to IARCSC), follow up the payments processes with FM staff and maintain a proper coordination system with all appointees and HR directorates of their respective ministries to make sure that their invoices (timesheets) are submitted on time.

Duties & Responsibilities

1. Maintain a proper system to collect the invoices (monthly timesheets) of SMGs, PSU staff, Advisors and MIPs to be processed as scheduled
2. Ensure that all received monthly timesheets are cross checked with HR team and the SMG to make sure that the invoices are properly submitted (do not carry any problems).
3. In cooperation with MOF and CSU Finance Teams develop a more practical mechanism for submission of salary payment requests to the MOF PSU in accordance with salary checklist Ensure that all collected timesheets and invoices of SMGs, PSU staff and advisors are filed in their personal files each month after their processes is complete.
4. Maintain a proper filing system for all the submitted documents for the FM section both in hard copy and digitalized version
5. The incumbent shall be the first point of contact with all CBR appointees on all payment related issues.
6. Assist the IARCSC/PSU FM section to prepare the monthly invoices and submit them to MoF PSU for account replenishment
7. Make sure that all the prior contacts from CBR are correctly uploaded in WB client connection system through coordination with colleagues in WB.
Results Expected
1. CBR appointees’ salary payrolls is submitted to MOF PSU on time
2. A proper system of collecting and processing monthly invoices (timesheets) is in place
3. Effective coordination is built with FM section to timely process the payments
4. All CBR Appointees’ contracts (Prior ones) are uploaded in the client connection
Reporting obligation:

The incumbent shall directly report to the CSC PSU Deputy Manager and work closely with HR and FM team in IARCSC/PSU to process the payments.

Job Requirements

1. At least a bachelor’s degree, in business, Financial Management or any other related fields with at least two years of working experience, in Human Resources, Financial Management or Administration. Candidates with additional years of working experience will be given preference.
2. Knowledge of the Afghanistan Public Financial Management System will be considered an asset.
3. Have good Communication skills both written and verbal in Dari or Pashto and English languages.
4. Competency in MS. Office packages specially in Ms. Excel and Ms. Word or Ms. Access;
