About National Security Council

Job Summary

The job objective of the Peace and Reconciliation Affairs Advisor is to support peace and reconciliation process in coordination with relevant departments in order to establish and maintain security, national sovereignty and planed goals.

Duties & Responsibilities

The individual would be responsible for the following activities:
1. Prepare monthly, quarterly and annual work plan in accordance with related directorate work plan for achieving planed goals;
2. Provide consultation on preparing and developing policies and efficient solutions based on national strategy on peace and reconciliation and its plans, in order to achieve planed goals and office priorities;
3. Cooperate closely with High Peace Council in order to coordinate activities and effective policies;
4. Conduct precise study and assessment of current and future threats and obstacles to the National Peace and Reconciliation Process. Furthermore, provide the result / outcome of their analysis to the leadership of ONSC;
5. Monitor the implementation of peace policies at country level including peace programs, conflict resolution, combating violent extremism and to return armed oppositions to a peaceful life;
6. Establish communication and coordination with involved organizations based on activities related to the concerned directorate for supporting peace and reconciliation process;
7. Empowering and developing filing system both in electronic and hard copy format for retention of documents and for timely access to them;
8. Provide consultation to related organizations on drafting and developing solutions and strategic programs and schemes for achieving planed goals and national priorities;
9. Consult in decision making and provide technical and professional consultations to achieve planned goals and programs related to subordinate experts;
10. Identify and recommend the budget requirements based on work plan of the office;
11. Prepare monthly, quarterly and annual report, and if required, brief competent authorities on activities and achievements of the concerned directorate;
12. Manage staff under their control to ensure that they are effectively, motivated, developed, disciplined and trained in order that they can carry out their tasks to the required standard;
13. Conduct performance appraisal for all their staff according to the requirements of the civil service law and with coordination of the HR directorate;
14. When required act as mentor for up to two participants of the MMD/MIP programs by meeting at least twice per month for the purpose of advising, guiding, assisting with problems, encouraging positive behavior, mediating in any disputes, ensuring performance appraisal is done and helping with goal setting;
15. Conduct any other duty as required by higher authorities in accordance with laws, regulations and objectives of the office.

Job Requirements

The Peace and Reconciliation Affairs Advisor would have the following qualification and experience:

Shall have a relevant bachelor degree from a reputed institution or master degree in relevant field is a plus;

Shall have 4 years relevant managing work experience;

Shall be fluent in communicating in Pashto, Dari, and English languages;

Shall be proficient in computer applications;

Shall be able to plan, organize, lead and monitor a large section;

Shall be competent and have aptitude in managing operations;

Shall have excellent inter-personal skills;

Shall have ability to deal with a variety of people and situations;

Shall have flexibility and ability to work under stress and within limited time frames.
