It is expected that the Pension system Project Office will provide logistical support to the team, liaise with the local and international officials, provide general guidance and suggestions in design and implementation of the implementation strategy, and participate in meeting, field work, and development of recommendation, preparation of document, etc with the other experts.
Under the guidance of Pensions Systems/ Business Process Expert, the Pension System Project Officer will in Particular do the following:
1. Assist in researching documenting, and assessing processes currently used to Administrator the Civil Service Pension Scheme and the Pension Scheme and the Scheme for Martyrs and Disabled.
2. Assist in the researching required operational changes and potential alternative for administering the scheme in line with the New Pension Regulation.
3. Assist the define detailed business process to be used by the Pension Department to administer the scheme .
4. Assist in establishing operational links between the Pension Department and MoF Tax Administration and treasury.
5. Assess options for operational coordination between the Pension and IARCSC Human Resource Information Management System (HRMIS)
6. Assist in design and implementation of the census of the beneficiaries digitizing of legacy records.
7. Participate with the other experts in finalizing recommendations according to a format acceptable to the PIU.
8. Work with the PIU members, other MoLSAMD experts, and other stakeholders, under the guidance of the Project Manager and International Experts.
Deliverables:
The Pension Scheme Project Officer will support the Pension Scheme/ Pension process expert and delivering the following:
a. Detailed Business process documents for administration of the current pension program.
b. Draft high level operation manuals for the reformed program.
c. Detailed specification of the collection process and institutional needs for the implementation of the new contributor regime.
d. Detailed implementation plan for the reform in the pension department, including sequencing of activities, timeline, costing, resource needs, etc.
Administrative Frmework:
The contract will be between the Pension System Specialist and the MoLSAMD and the Pension System Specialist will be directly accountable to the PIU for contractual issues.
The Pension System Specialist will work under the guidance of the Project Manager /Pension System/ Business Process Expert.
The Pension System Specialist is expected to have academic qualification, preferably in economics, public policy/ public administration, Finances, or Social Sciences.
The Pension System Specialist is expected to (i) have a good knowledge of the working environment in the Afghan Administration,(ii) familiarity with the main stakeholders in the public sectors, Social Sector and/or in Financial Sector in Afghanistan, and (iii) preferably, previous working experience in the social protection area or in finance/ banking and /or in public administration in Afghanistan with the Government or non—Government entities.
