The Project Pharmaceutical Technical Manager will be responsible for overseeing the implementation and monitoring for all activities of the project related to the MoPH Pharmaceutical Quality Control Lab (hereafter referred to as QC Lab). This includes maintaining communication with QC Lab personnel, managing training with consultants and coordinating training schedules, coordinating equipment donations and managing the implementation of standard operating procedures. He or she will also be responsible for liaising on the process of sending donations of medicines to Afghanistan, specifically how they are managed at the QC Lab.
Specific Job Responsibilities:
Project Activities:
QC Lab
· Manage the QC Lab component of the project
· Implement activities in accordance with annual work plans
· Ensure adherence to project work plans, budgets and timelines
· Work closely with MoPH counterparts at the QC Lab
· Liaise with Monitoring and Medical Manager/Project Director regarding the process of sending donations of medicines from Canada to Afghanistan with regards to obtaining the required exemption forms and following the processing at the QC lab
· Communicate regularly with the Project Managers in Canada on the status of QC Lab activities
· Coordinate activities in cooperation with NGO partners.
General Duties
· Responsible for implementing and monitoring project activities related to the QC Lab
· Responsible for gathering all of the relevant data and information that will be needed for reporting back to the donor and other stakeholders in relation to the QC Lab
Comply with systems and standards for implementation and monitoring of activities in cooperation with the Project Director
· Ensure regular communication is maintained between the Kabul and Montreal offices in regards to monitoring and evaluation of project activities
· Support the CBAM project in performing any other duties as requested by the senior management
Relevant education in pharmacy/laboratory testing is required for this position, with 5-7 years of related technical professional experience, knowledge of the Afghanistan pharmaceutical and health care systems preferred
· 2-3 years experience/knowledge of QC Lab procedures and international standards an asset
Significant experience with an international organization or NGO in multi-component development projects
Previous project experience in Afghanistan and knowledge of Pashto and Dari
Strong communication skills, with excellent written and spoken English
Excellent analytical, conceptual, reporting and presentation skills
Proven capacity to deliver results against objectives, reporting schedules and work plans
Demonstrated ability to maintain accuracy and confidentiality in performing responsibilities
Experience in providing technical support to partners and in particular government departments
Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels
· Proven administrative, problem solving, and organizational skills
· Proven ability to be flexible and creative in changing and often difficult environments
Understanding of security management and the ability to live and work in an insecure environment
Confident and proficient in the use of MS Office
