Duties & Responsibilities

Planning

Contribute to development and implementation of the department’s annual and quarterly work plans.

Assist in consolidating the organization’s annual work plan at the end of each year through organizing annual project reviews and planning workshop and discussion with all involved departments.
Project-based Monitoring

Assist in identification of the projects’ information needs and development of responsive M&E tools i.e. checklists, questionnaires, etc.

Liaise with national program officers to track activity status and expenditure against annual work plans, budgets, signed MoUs and contracts for all projects on a quarterly basis to ensure timely implementation. Assist in the development of catch-up plans for pending activities.

Track project progress in terms of outputs against targets on a quarterly and annual basis, prepare progress reports and assist in development of action plans based on findings.

Review technical reports, identify existed discrepancies, analyze progress against output indicators and provide feedback for the projects.

Review project-based monitoring findings by donor/in-line ministries and assist in development of action plans based on findings. Oversee implementation of action plans to bridge gaps.

Conduct monitoring visits to project sites to verify findings by implementing standard monitoring tools and develop written monitoring reports and presentations as required for relevant projects.

Develop and maintain PM&E database and filing system

Provide supervision and on-the-job training to provincial M&E officers on collection and analysis of qualitative and quantitative data, as well as reporting on findings from monitoring activities.
Standard Surveys and Evaluations (Health related)

Assist with Household Surveys (HHS) and Catchment Area Annual Census (CAAC), including training surveyors, supervising implementation of survey, data analysis and final report, as required

Conduct bi annual Standard Based Management tools evaluation of provincial hospitals. Assist in development of follow-up action plan and ensure implementation.
Quality Assurance/Improvement

Review records, ensure accuracy of the data and verify the reports.

Track and report the projects’ progress against the quality improvement (QI) plan.

Monitor if the projects’ activities and service delivery are carried out in compliance with the agreed standard QI processes and procedures.

Investigate the patients/clients’ perspectives on the quality of services.
Organization’s Publicity

Assist in compilation and dissemination of the organization’s annual report at the end of each year by collecting and providing required information in coordination with all involved departments.

Assist in updating the organization’s website on a regular basis by collecting and providing required information in coordination with all involved departments.

Job Requirements

 Two years of prior experience in monitoring and evaluation, survey implementation or research
 University degree in relevant field (public health, statistics, social science)
 Excellent written and oral communication skills (English)
 Knowledge of Basic Package of Health Services (BPHS) and the Essential Package of Hospital Services (EPHS) and MoPH monitoring tools preferred
 Experience of report writing and public presentation
 Data management/analysis skills
 Familiarity with data management and statistical software (Access, STATA, SPSS)
 Computer literate (MS Office)
 Willingness to carry out frequent provincial trips to the project sites, estimated up to 30% of time
