About UNOPS

Job Summary

AGOC is currently implementing a project with the purpose of constructing a new Arthal Bridge in Kabul, rehabilitating the existing bridge, and constructing a temporary bridge for traffic use while the new bridge is being completed. The project aims to contribute to achieving a safe, functional and integrated transportation network that ensures connectivity, and enables reliable movement of people and goods in the capital city of Kabul. This project is part of the Kabul Urban Roads Improvement Project (KURIP) formulated by the Kabul Municipality and indicated as a critical initiative for traffic flow in the city.

Duties & Responsibilities

Under the supervision of the Project Manager, the PMU Manager/Engineer will provide management support, supervision and mentoring to Arthal Bridge project engineers and civil servant counterparts in all aspects of Arthal’s bridge activities.

Specific Responsibilities

The PMU Manager/Engineer will be an integral member of the Arthal Bridge project’s Project Management Unit (PMU) and will be responsible for the following:

• Serve as head of the PMU, which provides overall support for the project;
• Provide overall leadership, management, and technical guidance to ensure the achievement of project objectives and performance indicators; the quality and timeliness of the project work; effective management, effective human resources allocation; and accurate project reporting;
• Prepare, implement and manage the project work plan;
• Liaison and coordination with Kabul municipality on the developments of the project ;
• In liaison with AGOC Business Development unit, promoting the results of the project. Carry out project advocacy and project awareness;
• PMU Management: Supervision of personnel, delegation of tasks, and coordination with stakeholders;
• Responsible for the provision of technical supervision of and quality assurance for all project activities;
• Supervise the work of consultants, including the quality and appropriateness of work and adherence to schedules;
• Support the monitoring and evaluation of the project;
• Advise lead engineers in preliminary assessments, planning, surveying, formulation and design, costing and documentation of bridge construction projects;
• Provide technical backstopping and training to Arthal Bridge project’s engineers and local contractors in bridge design and construction techniques including good practices and troubleshooting methods;
• Monitor the implementation of the works by conducting site visits and provide guidance for improvement and good results;
• Review QA/QC site visit and materials testing reports to ensure sampling, testing and inspection of materials are carried out regularly and works are implemented in compliance with design specifications;
• Monitor the construction of foundations of bridges and culverts. Ensure QA/QC Engineers are undertaking testing of safe bearing pressures;
• Provide technical advice to Arthal Bridge projects engineers, civil servant counterparts and locally contracted consultants;
• Review and endorse Interim Payment Certificates for the works submitted by the contractor;
• Be responsible for reviewing and approving design changes proposed by the QA/QC engineers and Arthal Bridge project engineers;
• Other related assignments as requested by the Project Manager.


3. Monitoring and Progress Controls
• Full compliances with the project agreement;
• Submission of monthly and quarterly progress reports, as well as reports requested on an ad-hoc basis;
• Provision of timely and substantial advice and services, as stipulated in the project agreement, to the project personnel, contractor, donor and client;
• Establish and maintain excellent relations with stakeholders.

4. Final Product
• Successful completion, on time and within budget,of the project in accordance with the project agreement;
• Timely and complete project closure as defined in project agreement;
• Submit all appropriate contractual reports required for the services.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Job Requirements

a. Education (Level and area of required and/or preferred education)

• Master’s Degree in civil engineering in structural design, structural engineering or related area required. Bachelor’s degree with additional two years relevant experience may be considered in lieu;
• Professional certification and / or registration in structure project management such as PRINCE 2 highly desirable.

b. Work Experience
• A minimum of 7 years of progressively responsible experience in civil engineering, bridge design and project management of complex projects;
• Professional experience in bridge design, contract administration and supervision of contractors or in directly implementing structural construction projects.


c. Key Competencies
• Be a good mentor, capable of working with others in a participatory and capacity building manner;
• Strong management skills, including ability to provide strategic guidance, technical oversight, mentor personnel, build strong teams, develop work plans, and manage budgets and project expenditures;
• Have good analytical, writing, and communication skills;
• Be thoroughly proficient in written and spoken English;
• Self-motivated, versatile and adaptable to different cultures and people;
• Proficiency in usage of computers, office software packages and advanced project management software as well as handling of web-based management systems.
