Who we are
This position has been created in line with Oxfam GB’s National Change Strategy which has policy and advocacy as one of its pillars.
Oxfam has been involved in Afghanistan since 1962, with an active presence from 1990. Oxfam initially started by supporting partners and from 1990 directly providing emergency relief and development work including WASH (Water, Sanitation and Hygiene), agriculture, livelihoods, and advocacy. Oxfam also manages a campaign to end violence against women.
Oxfam GB is currently developing a one programme approach strategy where all the three pillars of the NCS will function as an integrated whole in delivering its programmes. To strengthen the policy and advocacy component of the strategy Oxfam GB is looking for a dedicated, confident and talented individual to lead the work under this pillar.
The Job purpose
To take overall responsibility and accountability for the technical inputs around advocacy work with partners and Oxfam’s own advocacy work. Typical advocacy work will revolve around reducing poverty, improving protection, promoting peace, enhancing aid effectiveness and other immerging issues. The role calls for monitoring developments, researching key issues, writing briefing papers, leading capacity building or working on joint advocacy initiatives with other organisations.
•To undertake analysis of various national and international policies from the perspective of development of Afghanistan and Afghans living in poverty and further develop Oxfam’s analysis
•To develop and implement advocacy objectives and strategies, both long and short term
•To build relationships and work effectively with all Oxfam field staff and involve them in the implementation of the strategies
•To represent, with others, Oxfam GB at various policy forums and advocacy opportunities at local, national and international levels
•To work towards ensuring that voices of Afghans are heard in such forums that influence the future of Afghanistan
•To produce media reactives, policy briefs etc. for Oxfam GB within agreed protocol
•To develop and implement a capacity building plan on policy analysis and advocacy for Oxfam staff and other partners
•To mainstream gender into all aspects of the OGB policy research and advocacy work
•To manage implementation of policy and advocacy biased projects like EC NSA and others that will come up in future
•Experience of advocacy and policy development at local and national levels
•Hands on experience in the area of community development in conflict areas, preferably in Afghanistan. The post holder must be aware of and sensitive to the particular needs of women in conflict situations in this context
•Experience of working in partnership with local NGOs
•Good understanding of functioning and role of government of Afghanistan and International Community in peace building
•Excellent understanding of the reasons of insecurity and possible solutions that can be implemented in the Afghanistan context
•Very good communication skills with fluency in written and verbal English and at least one major Afghan language (Dari, Pashtu)
•Physical fitness for travel to difficult terrain and willingness for sustained fieldwork
•Commitment to humanitarian principles and action and to Oxfam's equal opportunity and gender policies
•Sympathy with the aims and objectives of Oxfam
