Under the overall guidance and supervision of the DCD (Operations), the Premises Officer provides the overall administration and execution of varied and inter-related operational and logistical activities. Ensuring high quality and accuracy of work. The Premises Officer promotes a client, quality and results-oriented approach.
The Premises Officer works in close collaboration with the Operations, Programme and projects staff in the CO and other UN agencies staff to exchange information and ensure consistent service delivery.
Summary of key functions:
• Arrange and manage accommodation for UNDP international staff, in Kabul and the provinces;
• Support to assets management for the guesthouses in Kabul and the Provinces;
• Proper cost recovery from project and staff for accommodation in Kabul and the provinces
• Administer and manage contracts with guesthouses in Kabul and the provinces.
1. Ensures proper arrangement of accommodation for UNDP international staff, focusing on achievement of the following result:
• Coordinate with the respective units in the County Offices, Project focal points and the guesthouse manager and ensure accommodation arrangements are made for staff prior arrival and as and when necessary;
• Liaise, negotiate with the guesthouses on the availability of suitable accommodation;
• Plan and assist in identifying suitable accommodation;
• Liaise with Country Offices and vendors to upgrade, refurbish accommodation;
• Work with Deputy Country Director (Operations) to assist and follow-up in developing alternative accommodation;
• Assist in closing down of guesthouses including disposable of assets.
2. Provides support to proper management and disposable of non-UNDP assets in UNICA, focusing on achievement of the following result:
• Proper inventory control; supervision of proper issuance of inventory items and supplies.
3. Ensure proper cost recovery, focusing on achievement of the following result:
• Prepare of cost recovery bills;
• Planning and expediting cost recovery work plan with CO and projects;
• Assist in the preparation of budget, audit and other reports;
• Proper planning and tracking of cost recovery from other UN Agencies;
• Compile and prepare all expenditure for the premises.
4. Administer and manage contracts with guesthouses, focusing on achievement of the following result:
• Discuss and liaise with UNDP management and guesthouse management on the lease agreements;
• Ensure lease agreements are kept current or in consultation with management take appropriate actions like termination or extension.
Education and Experience:
• Master’s or Bachelor’s degree in fields related to Business Administration, Public Administration;
• Relevant working experience in administration services;
• With master’s degree 2 years of experience and with bachelor’s degree 4 years of experience is required;
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Experience in handling of web-based management systems.
Language Requirements:
• Fluency in English, Dari and/or Pashtu.
