The President, Kabul Airport shall be responsible for regulations pertaining to flying, airport operations and public safety and oversee equipment, grounds and facilitate for proper maintenance, needed repairs and improvements. Direct the promotion and recruitment, and negotiations with tenants in the occupancy of airport properly and coordinate all airport activities with tenant organizations. S/He shall be responsible for overseeing accurate accounting records for airport operations and supervise the day-to-day operations of the Kabul International Airport.
1. Within six weeks of joining he/she shall develop an action plan for revamping the system in accordance with rules and regulations for better quality services delivery and also a work plan in agreement with his/her supervisor (Minister or Deputy Minister).
2. Direct the promotion and recruitment, and negotiations with tenants in the occupancy of airport properly and coordinate all airport activities with tenant organizations.
3. Oversee accurate accounting records for airport operations and supervise the day-to-day operations of the Kabul International Airport.
4. Enforce applicable regulations pertaining to flying, airport operations and public safety and oversee equipment, grounds and facilitate for proper maintenance, needed repairs and improvements.
5. Prepare and maintain required and reports and records for submittal to governmental agencies and report to citizen complaints and inquiries.
6. Plan, supervise and coordinate development and capital improvement projects and maintain operations activities of the Kabul International Airport.
7. Monitor airport development and operation to ensure compliance with relevant laws and regulations, researches, develop, implements and ensures compliance with policies and regulations regarding the operation and use of the airport.
8. To write reports, proposals, grants, and correspondence related to the operations and management of the Kabul International Airport.
9. Responsible for Airport safety and security and prepare, monitor and administer a budget.
10. Any other tasks as authorized by senior management related to field of work.
11. Ensure that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve managerial ability, motivation and confidence.
Results expected:
1. An appropriate action plan is developed and implemented.
2. A proper system of developing work plans and carrying them out are in place.
3. An effective system for promotion and recruitment, and negotiations with tenants in the occupancy of airport exist.
4. An accurate accounting records for airport operations and a clear budget system in place.

6. Applicable regulations pertaining to flying, airport operations and public safety implicated.
7. An effective system of vehicle testing, controlling, and overseeing is developed.
8. A proper system of internal and external communication is put in place.
9. A proper system of transfer and maintenance of skills and knowledge within the directorate is in place.
Reporting Obligation:
The President, Kabul Airport shall directly report to the Deputy Minister, Technical Affairs.
Minimum requirements:
1. A Master degree in Business Administration, Management, Economics, Engineering or any other related fields with 3 years of relevant experience, OR a Bachelor degree in the mentioned subjects with 5 years of relevant experience.
2. Written and spoken in Dari, Pashto and English languages.
3. Computer skills, MS office packages, such as Word, Excel and PowerPoint.
Desirable attributes:
1. Recognized trainings in the field of transport management, strategy development, policy formulation, and transport regulation.
2. Demonstrated experience in transport regulation, vehicle testing, and transport management.
3. Ability to read and interpret engineering and architectural drawings.
4. Good understanding of budgeting, procurement, planning and regulatory issues.
5. Experience in relevant fields in national and international organization.
6. Strong reporting and analytical skills.
