Job Summary

Technical Assistance Unit (TAU), Ministry of Economy (MOEC) of the Government of Islamic Republic of Afghanistan seeks to hire a qualified individual consultant to provide consultancy services to the Ariana Afghan Airlines.
Providing a comprehensive and pragmatic procurement advice and support to manager, employees and partners in line within organizational policies, procedures and legal requirements.

To ensure that ARIANA AFGHAN AIRLINES procurement system is standardized and work on professional and accepted manner.

Duties & Responsibilities

1. Establish procurement policies and procedures for procurement department of Ariana Afghan Airlines.
2. Ability to establish procurement process to meet the organization’s standards and expectations.
3. Analyze market and delivery system in order to assess present and future material availability.
4. Control purchasing department budget.
5. Develop and implement purchasing and contract management instruction, policies and procedures.
6. Coordinate activities in buying and storing materials, equipment, machinery and supplies.
7. Prepare reports regarding market conditions and goods cost.
8. Administer on-line purchasing systems.
9. Provide procurement training for TASHKEEL staff for their capacity building
10. Work closely with procurement director in order to establishing of annual procurement plan.
11. Develop a procurement operation manual for Ariana Afghan Airlines procurement department.
12. Compiling data for procurement reports.
13. Examining market conditions on regular manner.
14. Working with detailed procurement records.
15. Provides consultation and recommendations for having a better procurement system for the organization.
16. Provide on the job training for procurement directorate staff.
17. Perform other duties as may be assigned.

Job Requirements


Degree holder, preferably in Business Administration, economics and finance or equivalent.

Minimum 10 year of relevant experience in procurement section.

Experience working in a multinational or large organization is required, relevant industry experience will be advantageous.

Strong knowledge of principles and best practices in procurement management.

Good knowledge of legal aspects of Afghanistan procurement law.

Extensive experience in procurement of goods and services including monitoring contract performance.

Significant experience as a trainer and/or technical advisor.

Experience working in multi-cultural teams.

Possess excellent written and spoken communication skills in English, Dari and Pashtu languages.

Multi-task and ability to handle pressure while working under tight deadlines.

Able to work independently and as a team player, working with own team and across teams.

Positive attitude and self motivation.

Strong analytical with excellent presentation skills.

Strong computer literacy and easy to operate MS office package.
