Job Summary

The Procurement and Logistics Officer is responsible for overseeing procurement and Logistical aspects of Mercy Corps’ logistic operation. Working closely with Program, Administration and Finance, Procurement and Logistics Officer is instrumental in supporting program activities through his/her services.

Duties & Responsibilities

ï‚§ Daily coordination of MC procurement activities;
ï‚§ Has a full understanding of MC procurement policies and formats. Assists, as needed in training staff on these policies;
ï‚§ Assist Program and operational personnel in regular procurement planning meetings.
ï‚§ Assists staff as needed on creating clear and understandable purchase requests and other documentation;
 Collects quotations and bids from the market for PR-s as assigned by manager – as per Mercy Corps standards and formats;
ï‚§ Interact with contractors, in coordination with the Program and Logistics Manager;
ï‚§ Prepare the required documentation of supplies and transactions are completed to MC standards.
ï‚§ Preparation of status reports on deliveries for P and L and office Management and recipient of supplies. Assist in the maintenance of thorough procurement files as outlined in the MC procurement policy;
ï‚§ Assist the P and L management and office staff with procurement activities, as required;
ï‚§ Assists P and L Management with asset management. Identify assets during the course of procurement and notify the Asset Controller on receipts of assets.
ï‚§ The Procurement Officer will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Logistics:

General:
ï‚§ Coordinate with program in terms of materials distribution planning.
ï‚§ Make schedule of deliveries to project sites in coordination with the warehouse assistant and program departments.
ï‚§ Coordinate receipt of materials/tools/equipments with procurements in a timely manner as not to delay procurement, warehousing and program activities.
 Ensure quality of materials/equipments and tools as per the sample provided by the vendors to operations “procurements” department.
 Daily plan logistics staff “radio operator, head driver and warehouse assistant


Warehousing:
ï‚§ Ensure Mercy Corps Warehousing policies are in place and make sure donor regulations are implemented over commodities received from procurement.
ï‚§ Support warehouse assistant in making daily commodity movement, tracking, receipt, delivery and recording is done properly and timely manner.
ï‚§ Support warehouse assistant in weekly and monthly warehousing reports.
ï‚§ Estimation and calculation of the required space for stocking.
ï‚§ Preparation of cargos to other field offices and project sites.

Transport Management:
ï‚§ Daily administrative activities of the MC transport pool. Specifically, driver/vehicle scheduling, tracking log books, routine and major maintenance of the transport pool;
ï‚§ Assist, as required, in the weekly and monthly financial and activity reports and verifying accuracy;
ï‚§ Identifying needs and weaknesses of the transport pool;
ï‚§ Interact with transport contractors, in coordination with the Logistics and Procurement Coordinator and Operations Director;
ï‚§ Prepare the required documentation of supplies and transactions are completed to MC standards.
ï‚§ Maintenance of vehicle files.
ï‚§ Oversight of vehicle rental calendar with rental agency including ensuring monthly spreadsheet for rentals is accurate.
ï‚§ Assist and facilitate any import/export activities.
ï‚§ Monitor spending on fuel station contract in coordination with Transportation Department.
ï‚§ Daily coordination of MC logistical and transport activities;

Asset Management:
ï‚§ Maintenance a computerized inventory of all assets belonging to Mercy Corps Afghanistan program (includes coordination with Administration Department).
ï‚§ Assist with implementation of asset tracking system including use of asset tags, movement of assets and upkeep of an asset register.
ï‚§ Making of asset MC System as it could be centralized through main office KBL.

ï‚§ All other activities as assigned o ensure the smooth logistics operation;
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in Afghanistan.


ï‚§ Other duties as assigned by supervisor

Job Requirements

Degree in a relevant business field is desired. 2-3 years of experience in large scale supply chain management; Strong organizational skills; ability to interact effectively with international and national personnel. Excellent oral and written English skills. High computer skills on MS Office programs, especially in MS Excel. A demonstrated ability to multi-task and process information into action as to not delay program activities. A clear understanding of procurement ethics and donor compliance is essential.
