Job Summary

Article 71 of Procurement Law, 2008 as amended in January, 2009 ( hereinafter referred as Law) provides that a bidder that has suffered damage due to the violation of the Law as entitled to seek by submitting a written application, for review identifying the specific decision, act, or failure to act alleged to violate the procurement legislation.

The Article 72 (1) of the Law prescribes that the PPU shall establish an Administration Review Committee composed of experts for the purpose of conducting administrative review of applications and related appeals and article 72 (2) of the Law mentions that the detailed Appeal and Review procedures shall be prescribed by PPU.

Pursuant to the above mentioned provisions of the law, Procurement Policy Unit (PPU) of Ministry of Finance is seeking a qualified individual Afghan who can work as members of Appeal and Review Committee in order to review the application on cases of violation referred to PPU for taking legal action.

Duties & Responsibilities

1. Participate in decisions made by the committee in regard to the applications for review brought by bidders for alleged breaches of the provisions of the Law.
2. Arrange and undertake such application review exercises as deemed appropriate to ensure compliance with procurement law, Rules of procedure and Manual of Procedure for appeal and review issued by PPU/MoF.
3. Assist in formulation of a mechanism which ensures that independent decisions have been taken and processed in accordance with the provisions of manual of procedure for appeal and review issued by PPU.
4. Facilitate the translation of the Order of Review Committee, if required, by Government of Islamic Republic of Afghanistan and Donors.
5. Participate in the Meetings, Seminars and Workshops relevant to Procurement Appeal and Review Committee Board and conduct awareness and training workshops on relevant subjects for both Public and Private sectors, when required.

Job Requirements

1. Bachelor Degree preferably in law from a popular University.
2. Strong Writing Skill in Dari, Pashto and English.
3- Strong analytical and judgment Skills.
4- Good Computer Literacy especially Ms Office Package.
5- Must not be less than 30 years age.
6- Shall be impartial and independent.
