Supervision and managing of the procurement life cycle.
• Supervise and manage the procurement section of the operations department purposing to ensure coordination among the team members.
• Assist Head of Operations to develop departmental plans, its implementation, and assist in developing budget for the planned activities of the department.
• Responsible to carryout overall purchases and procurement of goods, services, works, and non-consulting services as per the standard procurement procedures and practices.
• Conduct assessments purposing to identify genuine needs for purchases and procurements throughout the organization and ensure on-time delivery of items and services.
• Monitor and supervise development of bid documents including but not limited to RFPs, RFQs, ITBs, IEOIs, bill of quantities, POs and ensure bid documents are advertised through prominent channels purposing to receive eligible bids.
• Ensure transparency is sustained throughout procurement processes either through NCB (National Competitive Bidding) or ICB (International Competitive Bidding) types of procurements.
• Responsible to carryout purchases and procurement from the international vendors and markets for goods and services that cannot be procured in local markets.
• Arrange, manage, and monitor bid openings, receipt of quotations, EOIs, technical and financial proposals, and be part of the bid evaluation to review bids submitted by vendors and generate the report.
• Maintain the list of vendors and suppliers in the market to ensure necessary assessments and estimated costs are developed prior to commence procurement process as well as act as the point of contact between the company and suppliers.
• Negotiate contract terms and deadlines with the awarded vendors and suppliers in full coordination and consultation with the legal and relevant departments.
• Make sure that the required items, goods, and services are delivered with the lowest possible prices through the responsive / successful bidders.
• Review the final delivery report, ensure the goods / services are properly delivered, and coordinate payment to the vendor following the applied standard procedures.
• Maintain contacts with landlords of Moby rented properties, negotiate and renew rent agreements, and coordinate proper application of the terms of the contract.
• Conduct assessment on the required fuel for the office on monthly basis and make sure the fuel is procured and delivered based on the need.
• Maintain proper filing of the procurement documents and coordinate activities with other sections and departments for procurement / purchasing needs.
• Conduct any other task as assigned by the line supervisor as per the applied laws and procedures.
• Bachelor’s Degree in Business Administration or related field. (Masters degree in relevant field will be preferred.)
• Minimum 7 years of overall work experience and at-least 5 years of relevant work experience in procurement and contract management.
• Good command over English, Dari, and Pashtu both in writing and speaking
• Good command over computers MS office programs
• Have knowledge of records and bookkeeping
• Good time management skills to process multiple tasks
• Ability to work under pressure
• Ability to plan, organize and prioritize work task
• Ability to work in flexible hours/shifts according to the needs of the company
• Familiarity with sourcing and vendor management
• Ability to gather and analyze data and to work with figures
• Solid judgment with ability to make good decisions
