Job Summary


Duties & Responsibilities

The Manager for Procurements will assist the Chief of Party by being
accountable for the following tasks:
• Worldwide and regional acquisition of a broad range of goods and
services involving multi-million dollar expenditure in support of the
Program’s operations.
Responsible for all matters relating to the timely purchase of goods
and services. Specifically, the incumbent will: Direct, plan, develop
and manage the procurement activities of a section involving multimillion
dollar expenditure for worldwide procurement of a broad range
of goods and services (e.g. Agriculture related supplies and services,
vehicles, fuel, IT equipments, seeds, building maintenance and
construction materials, office supplies, furniture, etc.), some which will
be associated with highly complex contracts.
• Serve as principal expert and advisor to the Chief of Party and officials
of substantive units, providing authoritative technical and policy advice
and support on all aspects and phases of the procurement cycle;
Develop and disseminate best practices and ensure the highest levels
of quality and accuracy of the section’s work.
• Ensure Acquisition Plans are in place in advance of the procurement
cycle and ensure that the Plans are properly laid out in order to carry
out successful procurement activities in a timely and efficient manner
in accordance with all financial and procurement guidelines; Lead and
direct a procurement work team.
•Analyze unusually complex and/or critical procurement proposals of
significant financial or operational impact, determine appropriate
strategy/approach to best serve institutional interests and ensure
implementation, including the authorization of exceptions to
established rules, practices and procedures, as necessary.
• Develop proposals on revisions to procurement policies and
procedures; Represent the organization as needed in key meetings
with senior officials including donor as well as government officials.
• Oversee implementation of project procurement and ensure
compliance with corporate policies, contractual terms, US Federal
Acquisition Regulations, Agency for International Development
Acquisition Regulations (AIDAR) and other applicable rules and
regulations.
• Manage all field-initiated procurement documents, ensuring
compliance with ROP, FAR and AIDAR regulations.
• Management of CHAMP’s procurement function includes preparing
specifications, solicitation documents, managing evaluations, drafting
requests for consent for USAID’s Agreement Officer, and overseeing
vendor selection process.
•• Work with the Support Services Functions (such as Finance,
Logistics) teams to prepare property disposition requests and annual
inventory reports.
• Carry out other procurement functions as required.

Position Summary:
The Manager for Procurements will assist the Chief of Party by being
accountable for the conduct of all procurement activities for the CHAMP
Program. He/She will contribute with advice, assistance and follow-up in
respect of CHAMP’s policies, procedures, processes and documentation in
compliance with the Program’s Prime Implementer’s (ROP’s) global Policies and will promote harmonization with such Policies and Procedures as far as
possible across other implementing sub-awardees and sub-contractors (such as Global Partnership for Afghanistan (GPFA)—all in strict compliance with USAID’s regulations, including ADS, FAR and FAM as referenced in ROP’s Cooperative Agreement, and including 22 CFR 216 Agency Environmental Procedures. Regulation 216. The incumbent will: coordinate the resolution of specific policy-related and procedural problems and inquiries and oversee the full scope of procurement processes. Manages Procurement Staff in the implementation and optimally productive application of all the above Policies,
Procedures and Regulatory Compliance requirements. He/She will also assist in the development, application, management, measurement and impact evaluation of CHAMP’s Programmatic and Support Services activities and expenditures.

Job Requirements

Masters Degree, preferably in Business Administration with specialization in any of Finance/Accounts/Supply Chain or Management—or demonstrated
equivalent Academic Certification; or equivalent in demonstrated experience.

At least 7 years of progressively responsible experience in high volume
Procurement operations is required including at least three years of
supervisory experience. Proven experience of planning, managing and
delivering complex procurement programs and services is required.
Experience of working in public sector bodies and/or international
organizations is desirable. Experience of iNGO’s or UN would also be
desirable.
Specific Requirements:
• In-depth knowledge of all facets of international procurement and
contract principles and Best Practices; and ability to address broader
issues of procurement in terms of impact at the program and
institutional level.
• Good working knowledge of contract law and expertise in handling
complex procurement and contracting of a diverse range of goods and
services.
• Ability to develop procurement policies, procedures and new
approaches.
• Ability to integrate technical knowledge with broader strategic and
policy objectives.
•Advanced English verbal communications, reading, writing, plus
intermediate mathematical (statistical analysis) skills are all required.
• Strong interpersonal and communications skills to favorably influence
the decisions of others as well as their behavioral patterns.
• Ability to professionally and knowledgeably represent ROP/CHAMP at
senior-level political and diplomatic events as well as top-level social
functions.
• Maintaining a professional appearance and providing a positive
organizational / corporate image to the public.

Skills:
• High degree of detailed skills in the field of IT-assisted systems’
design and development, implementation and operations.
Demonstrated ability to analyze comparative data findings and to draw
sensible conclusions as well as to provide a series of consequent
evaluated recommendations that seek continuous improvement in
business practices and Program management.
• Illustrated experience in examining and re-engineering procurement
and contracting operations and procedures, formulating policy, and
developing and implementing new strategies and procedures.
• Demonstrated ability to motivate teams to produce highest quality
output deliverables within tight deadlines and timeframes and to
simultaneously manage several other issues i.e. demonstrated
success in delivering requirements within multi-tasking environments
and organizational cultures.

• In addition to English, preferably fluent in Dari, Pashto and Farsi

Supervisory Responsibilities:
This position will oversee between 1 to 3 Procurement staff members. The
incumbent will also be required to work in concert with remote seniors and
peers in both international locations as well as dispersed locations throughout
Afghanistan. Management by influence (as opposed to line control) will be a key factor in the successful performance of the incumbent’s duties and responsibilities.

Standard office equipment including faxes, telephones, calculators, computers
and printers.
•Working Conditions including Travel and Overtime:
The Manager for Procurement will be based in the ROP/CHAMP Executive
Office, which is located in Kabul, with occasional travel to other ROP/CHAMP
offices in the Provinces.
International trips for the Procurement Manager might also be expected.

Special Note:
Regarding potentially insecure locations in Afghanistan, which may rom time
to time need to be visited, ROP/CHAMP will be recruiting to fill the position of
Procurement Assistant/Analyst that will report to the Procurement Manager.

This position of Procurement Assistant/Analyst can possibly be filled by a local from these areas, thus enabling him/her to travel around them as necessary without any major concern(s).
International trips for the Procurement Manager might also be expected.
Often short-term demands and tight deadlines will require the burden of
substantial (unpaid) overtime and dedication to complete all tasks both well,
and on time.
