The main task of seconded or contracted staff is to be well involved in NRAP activities and under supervision of program consultant enhance his/ her capacity. This position is responsible to provide effective and efficient support to the Sr. Procurement Associate and facilitate the procurement processes ensuring adherence to UNOPS & World Bank rules and regulations for the procurement of goods & services. Moreover the staff will be responsible to provide technical advice and mentoring to MPW Civil Servant counterpart assigned to the procurement unit along with accomplishing duties defined herewith. This position will require the below duties as Purchasing Associate (goods & services):
- Assist Admin and Finance Coordinator to have smooth shift of responsibilities from IC to PIU.
- Responsible to procure/ purchase all petty services, goods and equipment in Kabul office.
- Assist PIU Admin and Finance section to procure services and consultancy services.
Procurement
- Develop and maintain monitoring system of procurement activities in accordance with agreements and/or budgets to allow for goods and services to be delivered and available as per plan and requirements
- Ensure all procurement activities are conducted in compliance with WB and GoA rules and regulations related to procurement.
- Provide assistance to PIU Administration Unit and other staffs in relation to procurement rules and regulations in term of services, consultancy and purchasing.
- Manage and coordinate market research and proactively identifying suppliers, in local, regional and online markets in order to pre-qualify suppliers.
- Prepare & issue an RFQ/ITQ, ITB/NCB and RFP to ensure adherence to Procurement Manual, rules and regulations for sourcing goods & services, for program Operations in Kabul and for Regional Offices
- Monitor the issuance of Shopping, IFB etc to ensure adherence to World Bank Procurement Rules for Goods, identified in Procurement Plan
- Facilitate and coordinate the activities of the Bid Opening and Evaluations Committee.
- Monitor the issuance of Purchase Orders, Contracts, Long Term Agreements, amendments and any other relevant documentation in relation to procurement activities.
- Ensure optimal unitization and cost savings through timely and accurate procurement.
- Build strong working relationships with suppliers and contractors.
- Coordinate with Logistics in relation to the reception and delivery of goods and ensure Procurement and Logistical rules and regulations are followed.
- Coordinate with Finance Unit in relation to invoicing from and payment to supplier and contractors.
- Demonstrate behavior of professional and personal ethics, transparency and openness, to gain respect and similar behaviors of colleagues in the workplace.
- Ensure accurate and complete filing systems for all procurement activities to ensure transparency and accountability.
- Conduct regular sample audits of filing system to ensure accuracy and completeness.
- Any other duties assigned by Admin- Finance Coordinator & management
Education
- Bachelor in Business Administration, Economy, and Commerce is required. Certificate in procurement and supply chain management is an asset.
b. Work Experience
- At least 4 years of progressively responsible work experience in procurement services and goods, plus professional experience in operations.
- At least 3 years’ experience with Government projects, UN Agencies or World Bank funded project is essential.
- Knowledge of government rules and/or World Bank Procedure is an advantage
- Knowledge of computerized system applied in operation functions is highly desirable.
c. Key Competencies
(Technical knowledge, managerial competencies or other personal competencies relevant to the performance of the assignment)
- Excellent working knowledge of English, both written and verbal. Fluent, both written and verbally, in Dari/Pashto.
- Good working knowledge of MS Office application (Word, Excel), email and able to easily navigate internet.
- Knowledge of government & World Bank rules and regulations would be a distinct advantage.
- Be able to uphold and respect procurement ethics and to conduct activities with integrity.
- Is a team player who demonstrates patience, flexibility and honesty.
- Is able to manage and mentor a team and supervise in a participatory and capacity building manner.
- Be willing and able to meet tight deadlines and work long hours when required.
- Is a self-starter, who is able to plan and manage their own work, takes initiative and strives to meet deadlines.
- Be able to work in a multi-cultural environment.
- At least 3 years’ experience with Government projects, UN Agencies or World Bank funded project is essential.
