Among the other job duties of these professionals: price negotiation; purchase order creation; Ensure that procurement processes are reflected in guidance and manual documentation for AFTEL.
Ensuring that all procurements are conducted in accordance with the Government of Afghanistan procurement law, regulation and updated circulars.
Develop and transfer advice and guidance to the procurement unit and project staff to ensure that documentation for procurements are aligned with the outcomes sought by project, while remaining compliant with NPA policies and the Afghanistan’s Public Procurement Law.
Provide technical assistance to the AfTel leadership to develop and maintain a proper transparent and accountable procurement and contract management system within the AfTel.
Provide technical advice on procurement issues to AfTel and do prepare procurement plan, standard SBDs, IFBs, RFQs and RFPs.
Prepare and review the evaluation reports of goods, works and services and provide technical and procurement assistance to evaluation committee members and to AfTel award authority.
Act as a focal point for AfTel in the NPA to ensure effective communication and actions on procurement issues while addressing AfTel projects
Coordinate with wired and wireless technical teams and report to the Head of Procurement on a smooth and time efficient execution of procurement.
Confirm procurement processes and time cycles are adequately factored into the planning process and annual procurement plan.
Ensure that procurement processes are reflected in guidance and manual documentation for AfTel and that all procurements are done in line with good procurement practice.
Provide advice and support on methods, systematic tools and criteria for improved prequalification and selection of contractors.
Provide support on piloting procedures and processes for compliance with the processes as detailed in the NPA manual to ensure the establishment of a reliable procurement framework that promotes transparency and accountability.
Organize and train the procurement unit in a more state-of-the-art procurement filing system and coordination/communication.
Ensure that time extension are issued before the contractual completion dates, while establishing a system of follow and tracking
Assist procurement unit to keep a separate file for each contract from start of issuance to the final payment and a simplified check list to include a neat and complete package while processing single procurements.
Maintain physical and financial progress of each contract and invoices submitted to AfTel and to make sure that every penny is paid as per the concluded contract.
Follow up with concerned AfTel departments to have the evaluation reports are approved in a timely manner.
Follow up with concerned AfTel/NPA/MCIT to obtain the approval of the procurement plan/ documents in a timely manner.
Any other task as assigned by Head of Procurement.
Minimum Bachelor Degree in business administration or related field
Master Degree is highly commanded to Apply
Minimum of 5 years relevant experience in procurement implementation and management
Proven experience in public procurement sector and demonstrable experience in using and implementing procurement actions according to NPA guidelines for procurement of goods, services, and works;
Being fluent in English language; and should have good command on both national languages (Dari and Pashto).
