Program Assistant (BEP) (FSN-08) Trainee Level (FSN-07)
The incumbent provides professional support to the Biosecurity Engagement Program Officer. Provides administrative, interpretations, and logistical support to visiting teams of Washington-based US government personnel and contractor scientists including making appointments, facilitating visits and travel. Accompanies teams during travel and provides follow-up after visits. Organizes and participates in training workshops and conferences, assists in preparation of often complex reports analyzing data from a variety of sources. Gathers bio-safety and bio-security program and other data about activities to engage scientists, technicians and engineers. Follows biosafety/biosecurity, chemical safety and security and laboratory research issues closely in local press. Analyzes data/information and prepares reports on bio-security and other related issues.
VA 15-122 Full Performance Level
Education: Completion of 2 years university studies with in science and technology, agriculture, veterinary, business, or information technology is required.
Experience: Completion of 2 years of experience is required given to those relating to project management or public health is required.
VA 15-122T Trainee Level
Education: Completion of 2 years university studies with in science and technology, agriculture, veterinary, business, or information technology is required.
Experience: Completion of 1 year of experience is required given to those relating to project management or public health is required.
Language: Level IV (Fluent) Reading Writing, Speaking English, Dari, and Pashto.
Knowledge: Knowledge of data gathering techniques, animal health and public health is required. Data knowledge level must be to the level to encompass data entry, compose spreadsheets, maintain databases and analyze results. Ability to develop evaluations and feedback mechanisms of programs is required. Must possess knowledge of the Afghan public health sector and the laboratory environment at entry level to discern appropriate practices and provide rudimentary analysis and reporting of system failures/gaps
Abilities and Skills: Ability to draft timely and accurate reports of conferences and events is required, along with ability to develop working relationships with Afghan scientists and public health professionals. Must possess ability to understand recommendations for improvement of Afghan laboratories and partner with local professionals to implement recommendations and identify opportunities for future collaboration. Ability to communicate effectively with American and Afghan Scientists and help each side understand the needs and challenges for the other.
The position has been approved for substitution, for one year of experience in lieu of one year of higher education.
