The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance. The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.
The Program Budget Manager is responsible to support the program budget unit and provide support to Deputy Minister of Finance and Administration and as will to Director of finance and Accounting. The Program Budget Manager will be responsible for Development of EQRA annual budget, financial plan and project forecast.
The Program Budget Manager will provide technical assistant to MoE relevant programs in respect of the budget planning, formulation, and budget process.
Furthermore, the in cumbentof this position is responsible to assist the MOE programs, relevant Departments and provincial Education Directors in development and revision of annual budget in accords with the NESP III and Annual Operational Plan(AOP).
Moreover, the consultant will be responsible to contribute in development of Annual Operational Plan (AOP) in consultation with the MoE Planning Department and support in reporting progress on the same.
Specific Responsibilities of Program Budget Manager
Program budget manager will Lead and Manage the Ordinary and Development Budget Preparation and Submission Process and make sure the budget formulation process is in accordance with the Afghanistan Government and donors rules, regulations, procedures and instructions.
Management
· Provide advice and guidance to the programs working groups and provincial education directors on the preparation of the budget (including the mid-year review and any other budget consideration) through budget officers and program liaisons.
· Assist Programs in Preparation of Financial Plan and B3 forms.
· Provide training to provincial ¢er staff on costing (i.e. calculating unit costs for activities, sub-programs and programs) and budget preparation.
· Provide trainings on program and provincial budgeting to all central and provincial related staff.
· Communicate with Moe programs, PED, Mof and MoEC.
· Provide technical support in development of Annual Operational Plan (AOP)
· Support reporting on Annual Operational Plan (AOP)
· Support in development of Output Based Reporting with the Planning Department
2. Budgeting and Planning
· Support the project teams in preparation of annual Work Plans and prepare annual Cash Plans and cash forecasts based on Work Plans.
· In accordance with government rules and regulations, prepare annual budget estimates based on Work Plan/Cash Plan and submit to MOF and relevant forum for approval.
· Prepare annual and quarterly disbursement forecasts for all components of the project in line with project’s procurement plan and Work Plan/Cash PlanPrepare a Financial plan for the EQRA activities.
· Revised the Financial plan as needed.
· Ensure that the budget for the Moe is prepared in accordance with the direction of Mof, strategic and annual plan of Moe.
· Preparation of revised ministry program budgeting chart of accounts for tracking of expenditure programs.
· Assist relevant programs and Provincial Education Departments in budget planning as per newly established O&M Norms and Formulas.
3. Coordination/ Communication/ Facilitation
· Work closely with the Finance and Accounting Director and keep them updated on progress made in program budgeting
· Participate in the activities and operations of the Ministry of Education programs including preparing the Programs budget (including operating and development); plan, direct and manage the coordination of the program budget section activities.
· Support central and Provincial Education Diretorate (PEDs)in budget costing.
· Develop the forecast of the operating budget needed for staffing, equipment, materials, and supplies; monitor and approve expenditures and finally implement adjustments.
· Monitor and evaluate the efficiency and effectiveness of service delivery methods and Procedures, recommended, within departmental policy.
· Provide responsible staff assistance to the Finance Director, Program Budget Manager, and Administrative staff.
· Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public policy and budget.
· Revise ministry chart of account as per changes in program budget structure.
· Responsible for accuracy and quality of budget submissions to the Ministry of Finance
performing any other relevant tasks.
· Perform related duties as required and assigned by direct manager.
4. Reporting and Follow up
· Prepare quarter performance report and submit to Ministry of Finance review departmental staff reports related to the budget
· Develop and maintain budget-related reports from the programs; prepare a monthly financial report to the executive department.
· Keep records of budget meetings and consolidate agreed budget proposals
Assist in the development of all budget documentation used in the Ministry in accordance with the MoF standards.
· Update and report to Program budget manager on progress made in program budgeting.
5. Logistical Arrangements and Contracting
· The contract will be a time-based payment contract and include a period of one year and may be renewed subject to funding and satisfactory performance.
· The FM consultant will report directly to Finance Director for World Bank projects.
· The Consultants required to spend his or her full time in Afghanistan.
· The assignment will terminate upon end of contract tenure or upon the issue of the dissatisfaction with the work of consultant whichever is earlier, the contract may be extended for a further period after end of contract subject to need, funding availability and satisfactory performance
6. Deliverables
1. MoE and EQRA annual budget developed and submitted to MOF on timely manner in accords with the government procedures and EQRA Program document;
2. Support provided in development of Annual Operational Plan (AOP)
3. Support Provided in development on Output Based Reporting
4. Annual Budget revised and adjusted according to project plan in Mid-Year Budget Review
5. O&M Norms & Formulas established and implemented
6. Support provided in Achieving relevant EQRA DLIs
1) Education
a. A Bachelor Degree (Master’s Degree preferred) in finance, commerce or accounting from a reputable university.
2) Experience
a. At least five years relevant financial management experience of which two years as a program budget head in a large organization or a large World Bank/other donor funded project.

3) Evaluation
a. The initial 3 months will be considered a probationary period after which a formal evaluation will be conducted before the assignment is confirmed.
b. A formal performance evaluation shall be conducted annually jointly by the Ministry of Education leadership.
c. An exit interview will be conducted upon completion of the contract. This exit interview constitutes a condition for final payment.
d. Contract extension is subject to fund availability, organization’s need, and satisfactory performance
) Skills& Competencies
a. Analytical ability, practical problem-solving skills and resourcefulness in performing varied tasks in the area;
b. Demonstrated skills in retrieving, gathering and obtaining information from various sources;
c. Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;
d. Demonstrated initiative in developing practical approaches that improve efficiency and effectiveness of the project;
e. Good knowledge of government development goals, strategic vision and budgeting procedures.
f. Strong inter-personnel skills and commitment to work in a team-oriented, multi-cultural environment;
g. Language skills: Fluent oral and written skills in English; and one of the national Language (Pashtu or Dari) is required
h. Computer literacy: Proficient in PC based applications such as Word, Excel and Power Points as well sound knowledge of Financial Software etc.
