She will be responsible to the overall program of ICCO, in Afghanistan and will make sure the program is facilitated well and The Programme Development Facilitator CT and D, Afghanistan directly reports to the Regional Manager/Deputy through Programme Officer responsible for Afghanistan and India based in New Delhi.
• Facilitate, elaborate, revise and adjust the process of programme development of CT and Coalition by applying the four ICCO and KiA strategic roles in the programmatic approach: strategic financing, advocacy and lobby, capacity building and brokerage
• Facilitate the programme coalition and its implementation on the basis of the steps taken so far by mobilising and strengthening the coalition partner organizations
• Facilitate communication between ICCO and Kerk in Actie and partner organizations and between partner organizations: from an intermediary, “neutral†position to function as a bridge between expectations, viewpoints and work methods.
• Organise meetings and workshops with involvement of partner organizations and coordinate for the logistics and necessary arrangements
• Preparation and follow-up of meetings and workshops: this can entail roles in connecting partner organizations, stimulating analysis, communicating important information between partner organizations, and providing inputs on programmatic working and inter-organisational collaboration.
• Explore the needs of the partner organizations and the coalition in terms of capacity-building to cooperate with others in a strategic way to make cooperation more effective.
• Make field visits to the partner organizations to monitor the bilateral projects and the common activities of the programme coalition and make progress reports and provide recommendations for the improvement.
• Review progress and status reports of projects and programmes and follow up with recommendations for improvement of projects and coalition programme
• Accompany the missions of the consultants and the ICCO and Kerk in Actie team during their visits to the partners or for meetings to be held related to the Programme Coalition and bilateral partnership.
• Provide necessary information and prepare relevant reports necessary in the course of developing a programme on conflict transformation for Afghanistan with food security as a major component and CBDRM as an approach.
• Accompany the field research and facilitate for completion of the research reports necessary for the programme development and implementation
• Map the priorities of the international donor community and carry out a brief inventory of international donors' priorities for Afghanistan in the next 5 to 10 years.
• Approach the potential donors and explore the funding opportunities to take the conflict transformation programme forward as envisaged.
• Work with existing and potential partners towards the expansion or development of new programmatic multi-stake holder coalitions or programmes
• Monitor the pilot program of CBDRM and facilitate local partners with applying the CBDRM approach in linking their work to the realities at local level and facilitate learning with other networks and stakeholders
• Proactive role in identifying the potential opportunities for implementation of UNSCR 1325 and plan strategies for the same
• Provide information on security related issues and the political situation in the country that would have an impact on the work of ICCO and Kerk in Actie from time to time and update the security plan for Afghanistan as required.
• Involvement and represent in any other work that ICCO and Kerk in Actie involved related to Afghanistan as per discussions and request of ICCO SCA
* Relevant educational background in the fields of economic, development studies and/or human rights
* Advanced knowledge of programme and project formulation, PME and accountability requirements
* Good knowledge of the current development issues and the political economy of the country, the region and North-South cooperation
* Excellent language skills in English and one of the local languages (Dari or Pashto) and good verbal and written communication skills in both the languages
* Strong interpersonal skills, discretion and high integrity, ability to work in a team setting
* Networking, facilitating and negotiation skills
* Flexibility and adaptability to meet changing work demands
* Willingness to accept other assignments when needed
* Willingness to travel to field and outside the country
