Empowerment Center for Women (ECW) is a women-led organization established in 1997 to work for women's empowerment in Afghanistan. ECW thematically delivers services in Health, Education, Gender justice, Protection, Nutrition, Livelihood and Food security, and organizational development sectors. In addition, ECW has a strong background in Capacity building, Advocacy, Community Outreach, Networking, Accountability, and community-based protection programs. ECW is presently working in Kabul, Zabul, Uruzgan, Kunduz, Takhar, Badakhshan, Baghlan, Balkh, Samangan, Jawzjan, and Bamyan.  

 

 

Job Summary

The purpose of this position is to manage and lead the program department through effective planning, coordination, supervision, capacity building and reporting on the programmatic infrastructure.

Duties & Responsibilities

 

1. Development, implementation and management of all programmes

  • Oversee the implementation of all ECW’ programmes, providing intellectual vision and strategic direction to ensure all programmes are in line with the donor priorities. 
  • Ensure the delivery of ECW programme with demonstrable impact and ensure that programmes meet overall quality and learning standards.
  • With the assistance of project managers, assist in the compilation of the quarterly, bi-annual and annual reports and plans. 
  • Assist project managers to deliver project orientation, develop and review action plans, track the monthly progress, reviewing and correct the monthly reports, and ensure quality of the work
  • Review and lead in the production of high-quality reports and ensure their accuracy and timely submission to donors, Director Programs and other relevant stakeholders
  • Conduct programme analysis, draw conclusions and make recommendations involving a range of inputs to enhance programme delivery.
  • Make key decisions in relation to programme implementation, and offer and discuss solutions to problems that arise throughout the programme cycle.
  • Manage and monitor all programme components – training, technical assistance, grant-management, compliance, etc. – to ensure programmes are meeting their proposed aims and objectives on time and within budget, with high-quality outputs for beneficiaries, and satisfaction for donors and other stakeholders.
  • Ensure programmes comply with all policies and procedures, as well as legal and regulatory requirements.

 

2.       Organizational development, policies and program administration work

  • Assess the need for relevant policies and coordinate to develop program-related policies and SOPs
  • Plan and conduct needs assessments and surveys for existing and new projects
  • Review the gaps in coordination with government and partners
  • Lead the communication with the government especially the Ministry of Economy

 

3.      Supervise and coach project managers/officers/staff

  • Directly supervise and lead the programme team in various programmatic areas – gender, livelihood, health, education, emergency response, etc. Facilitate project and programme officers in planning and ensuring that deliverables are met in accordance with proposals, plans, budgets and donor regulations.
  • With support from Human Resources Officer, manage the life cycle of individuals within the programmes team from pre-recruitment to exit, including performance management processes, people’s development and working with HR on issues such as disciplinary matters among others.
  • Identify and address capacity gaps, and provide ongoing support to programme staff, ensuring team members have access to staff development opportunities. 
  • Identify and ensure support for staff capacity building and training where it is needed, and in cooperation with senior management, help to develop and implement staff capacity building plans.
  • Maintain constructive, purposeful, trust-based and sincere relations with all colleagues.
  • Motivate the programme team and ensure they have clear SMART annual objectives that are derived from organizational objectives. 

 

4.      Representation

  • Contribute to the creation and maintenance of a positive image and the overall credibility of ECW 
  • Support the representation of ECW at key events and in key forums, participating in inter-NGO coordination meetings, cluster meetings, meetings with government departments at national and provincial levels, and any other relevant institutions.
  • Liaise with officials in government, donors, UN agencies, NGOs, and the media, in order to maintain a close and positive working relationship between ECW and these institutions, and ensure the visibility of ECW’s work.

 

5.      Monitoring, Evaluation, Accountability and Learning:

  • Coordinate with the Monitoring, Evaluation, Assessment and Learning (MEAL) department to develop and finalize the project monitoring plan.
  • Ensure beneficiaries are aware of complaints and response mechanisms and that these are accessible to targeted beneficiaries and communities
  • Support the MEAL department to ensure that all beneficiaries’ complaints are addressed
  • Integrate MEAL recommendations into project implementation
  • Organize a kick-off and a close-out meeting, as well as mid-term lessons learnt workshop

 

6.      Security:

  • Assist in security assessment for the programs and staff
  • Share the movement plan with security focal points on weekly basis
  • Respect security movement plan
  • Inform his/her line manager about any security incident in a timely manner

 

7.      Other:

  • Participate in all meetings, committees, forums, projects and assignments as required.
  • Maintain and store all records in line with ECW policies.
  • Comply with all policies, procedures, and legal and regulatory requirements.

Job Requirements

  • Having Bachelor Degree in Social, Legal or Development Studies, Master Degree holders will be preferred
  • Advanced knowledge of project cycle management
  • Significant experience in project management and team management
