The Program Specialist will be responsible to identify and implement program elements of ASMED activities for SMEs and Associations Development in Eastern Region. He will be based in Jalalabad but will have frequent visits to oversee ASMED projects in eastern region.
ASMED project is mandated to develop and implement programs to support SME’s and build capacity for private sector business in Afghanistan. This position is a key role in the department that originates all ASMED activities.
•Identification of suitable projects to be funded by ASMED East to develop Afghan Economy
•Identify, develop and write grant applications for Value Chain, Association, GDA (Public Private Partnership) and Market Development grant applications
•Writing RFP (Request for Proposal) for training programs conducted by ASMED
•Writing Scope of Work (SOW) for the projects funded by ASMED
•Writing Sole Source Justification for BDS providers for conducting projects for ASMED East
•Identify, develop and implement trainings for SME’s and Business Associations to develop and extend their activities/services
•Oversee the implementation of Grant activities with direction
•Assist SMEs and business associations in establishing market linkages.
•Work with contracted business service providers to identify key technical and skills constraints faced by the SMEs in Afghanistan.
•Identify key legal and regulatory constraints hindering SME growth and ensure that those issues are relayed into the activities.
•Review and provide recommendations for improvement of various programmatic activities under business skills development with specific emphasis on effective communication and information exchange between BSPs.
•Organize and follow up training programs and seminars.
•Work with SME’s and business associations in organizing business delegations/trade fair participation and advise the association members in this regard to achieve maximum benefit.
•Organize various public relations events, press-conferences, presentations to promote business development component activities
•Follow up of the projects funded by ASMED by having site visits to the project sites
•Preparing Weekly, monthly, quarterly and annual reports of all grants activities, trainings, and events
•Attending private sector development meetings to coordinate activities with other donor agencies working in the East and as well as inform government officials of ASMED activities in the East
•Any other task assigned by program manager, regional manager, or Kabul Office.
•University Degree in business administration, economics or agriculture
•Past experience in business associations and SMEs development
•Fluency in written and spoken English
•Computer proficiency and excellent report and grant writing skills (English)
•Good teamwork skills including excellent interpersonal and communication skills
•Good knowledge and experience in writing reports/concept papers/contracts/MoU's etc
