Job Summary

Under the overall guidance of the Deputy Country Director – Strategy, Results and Communications and the direct supervision of the Results Management Specialist, the Programme Analyst is responsible for providing support to development and implementation of quality management within UNDP programme. The Programme Analyst organizes and implements quality management programming, project appraisal and programme implementation processes, organizes programme/project level capacity assessments as well as implements training in programme quality management.

The Programme Analyst works in close collaboration with the Programme and Operations teams, project personnel, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, ensuring successful quality management UNDP programme implementation.

Duties & Responsibilities

Summary of Key Functions:

Development and implementation of programme quality management;
Quality management of CO programming processes;
Implementation of programme/project level capacity assessments;
Design and implementation of capacity building activities for UNDP staff and partners;

Ensures development and implementation of programme quality management by focusing on achievement of the following results;

Keeps abreast of changes in UNDP policies and procedures, POPP and ensures that UNDP´s corporate guidelines are adhered to in programme quality management;
Develops tools and checklists for development and implementation of programme quality management (project design, appraisal and implementation);
Support development of operational procedures for programme quality management and carries out business processes mapping and establishment and regular review/update of internal Standard Operating Procedures (SOPs) in the area of work area;
Applies UNDP´s rules and guidance on capacity assessments and organises an accurate procedure in the CO for various types of capacity assessments. Controls corporate rules and guidance are adhered to;
Coordinates systematic and comprehensive implementation of UN/UNDP policies and tools on HACT;

Ensures effective management of the quality CO programming and programme implementation processes, focusing on achievement of the following results;

Advices on the overall project design, ensures that project design follows POPP and CO guidelines and checklists;
Provides advice and comments to project formulation. Reviews project documents and revisions, provides feedback and comments on documents – with particular attention to execution/implementation modalities, project management arrangements including project structure, UNDP implementation arrangements;
Checks that project support processes and structures (HR, procurement, financial management) are designed in a cost-effective manner and that the TORs for international and national project staff are in line with CO standard formats and that pre-developed ToRs are applied;
Organises timely and systematic appraisal of all projects. Coordinates and arranges project appraisal process (Pre-Pac and LPAC), acts as focal point and secretary for the LPAC;
Oversees and coordinates accurate and timely input of project information into management module in ATLAS. Prompts the Programme Team and ensures that ATLAS information is correct and updated;
Supports implementation of Country Programme level governance structures and processes (CP outcome board mechanism);
Assists in design of UN joint programmes. Checks that project documentation follows the appropriate formats and ensures that guidelines for joint programming are followed;

Ensures implementation of programme/project level capacity assessment processes in CO, focusing on achievement of the following results;

Ensures that appropriate capacity assessment (NGO, IP assessments) have been undertaken prior to finalisation of project design and are in line with POPP. Provides advice and support to Programme Teams in designing and implementing capacity assessments. Oversees timely implementation of all relevant capacity assessments;
Participates in UN HACT working groups ensuring that UNDP´s priorities are understood and reflected in development of joint approaches, tools and systems;
Effectively implements UN HACT procedures and tools in UNDP. Ensures that HACT micro assessment is conducted for all UNDP IPs. Drafts ToR and initiate selection of assessment team/company, monitors implementation of the contract and ensures finalisation;
Follows up on results of the capacity assessment. Supports development of capacity building plans and activities at project level. Ensures that findings are reflected in project design and appropriate action plans are formulated and implemented;

Ensures design and implementation of capacity building activities for UNDP staff and implementing partners in project quality management, focusing on achievement of the following results;

Jointly with the Programme Team, carries out training in execution and implementation roles and responsibilities;
Develop guidelines and checklist for the use of the Programme Team in training of IPs including a induction package/ training for new IP partners. Keep track of training of the national IPs;
Continuously improves tools and systems used for quality management in the CO and projects. Provides ongoing feedback to Project and Programme Teams;
Makes sound contributions to knowledge networks and communities of practice;
Organizes regular trainings for UNDP staff in the areas of work;

Impact of Results

The key results have an impact on the overall quality of the country programme design and implementation. In particular, the key results have an impact on effectiveness and economy of project design processes, appropriate project execution and governance arrangements as well as the quality of project appraisal and capacity assessment activities.

Job Requirements

Education:

Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field;
Prince2 training and certification, RMG.

Experience:

2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;
Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language requirement:

Fluency in English and Dari and/or Pashto.
