About Directorate of Mine Action Coordination (DMAC)

The Directorate of Mine Action Coordination (DMAC) of the Afghanistan National Disaster Management Authority (ANDMA) is a regulatory body for humanitarian Mine Action Programme of Afghanistan (MAPA). Through its headquarters in Kabul and its seven regional offices, DMAC manages, coordinates and oversees the humanitarian mine action activities that are implemented by national and international non-governmental organizations and commercial companies. Mine Action has five pillars including Demining (survey, mapping, marking and clearance), Mine/ERW Risk Education, Stockpile Destruction, Victim Assistance and Advocacy. DMAC is being supported by the GIRoA and International Donors.

Job Summary

The incumbent will be hired by DMAC under the United Nations Mine Action Service (UNMAS) pay-agent support project and, will be stationed in the Headquarters. He/she does the resource mobilization, information management and control, keep good communication with donor, does the monitoring and evaluation of the IPs implementation and reports to the head of planning and programme department.

Duties & Responsibilities

-   Select and present high priority projects to DMAC senior managers and donors for funding.

-   Take the lead for review of the proposal and or concept note drafted by IPs or any other entity for submission to their intended donor, by DMAC proposal review team and communicate comments back to IPs for aligning the proposal/concept note with the program policy, standards and strategic plan, and making the proposal cost efficient, good quality in terms of project outcome and impact prior DMAC endorsement.

-   Draft project proposal and or concept note for any donor as tasked by department head or DMAC director.

-   Provide progress or end of project report for any donor or other entity based on requirement.


Information management and control


-   Consolidate the IPs funding information on monthly basis and maintain accurate and up to date information of the program funding.

-   Maintain the electronic copies of all operational projects’ documents (proposal/contract/work plan) and share a copy with related DMAC RO as well as DMAC QM for their further use.

-   Update the funding database time by time and maintain historical funding information of the program.

-   Maintain the MAPA workforce matrix and update it on quarterly basis


Donor liaison

-   With head of plan and programme, attend meetings with MAPA donors for fundraising purposes.

-   When needed, brief donors and stakeholders on progress of MAPA projects and funding status.


Monitoring and Evaluation

-   Conduct monitoring visits from the IPs projects/grants and submit the visit report to related DMAC ROs for further process.

-   Take lead for analysing the monthly cost of IP’s different teams on annual basis.

-   Update the MBT work plan cost on annual basis.

-   Analyse cost per sq. m for different land type on annual basis.

-   Provide innovative ideas to continually improve the program functions.

-   Review the IPs 6 months project reports for submission to Ministry of economy and confirm its financial situation.



Job Requirements

-   Bachelor Degree in business administration, social sciences, Engineering or other relevant fields with four (4) years of progressive experience in programme management

-   Excellent communication skills in English, Pashto / Dari oral and written;

-   Demining trainings including Manual Demining, Battle Area Clearance, knowledge in EOD is desirable;

-   Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multi-cultural environment with sensitivity and respect for diversity;

-   Sound analytical and problem-solving in regard to technical issues in mine action;

-   Proficiency in MS Office products, including MS Word, MS Excel and MS Outlook;
