Job Summary

JOB PURPOSE:



WFP Afghanistan’s Country Strategic Plan 2018-2026 focuses on a new strategic shift towards strengthening resilience of communities, recognizing the interconnected nature of relief, nutrition, safety nets, food systems, capacity strengthening and partnerships, addressing some of the above causes within the context of chronic drought and frequent climate-related shocks.

A key focus area is on building sustainable productive community and household climate resilience assets, small scale value chains to prevent and reduce the impact of man-made and natural shocks on vulnerable populations. This position will support, the development and implementation of WFP’s productive assets and livelihoods, climate adaptive interventions particularly working with most vulnerable people including women and youths, strengthening community and household resilience.

Duties & Responsibilities

KEY ACCOUNTABILITIES (not all-inclusive)


Under the direct supervision and guidance of the Deputy Head resilience and food systems the Programme Policy Officer – Climate Adaptive Asset creation, Livelihood and Resilience will provide effective specialized technical support to policy and programme activities that effectively meet objectives of building resilience to climatic shocks of vulnerable households for food and nutrition security.


  • Provide technical support in the implementation of climate adaptive asset creation, disaster risk reduction, income generation, livelihood and resilience activities at country office, and technical guidance to WFP Area and Sub Office in strategic planning and implementation of asset creation, livelihoods and resilience building interventions to climatic shocks ensuring processes, supporting alignment with wider programme policies and guidelines. 
  • Support the Country Office strategic orientation in ensuring integrated resilience approach is implemented throughout, including in the design of current and future interventions such as climate smart small-scale value chains, productive assets, disaster risk reduction, nutrition, smallholder agriculture market support, income generating activities and the food assistance for training- for effective and sustainable food systems. 
  • Provide specialized project management support to regular and multi-year climate resilient asset creation, livelihood, food assistance for training, income generation, and resilience interventions to ensure that the various activities are performed within the established targets following WFP’s policies and procedures, including providing technical oversight and operational support to the AO/SO. 
  • Contribute to the CO’s efforts in building up WFP’s capacity to deliver according to the country strategic plan, with particular attention given to the setup of the technical expertise required for participatory planning, asset creation, food assistance for training, income generating activities and small-scale value chains activities. 
  • Enhance WFP’s leadership status in forums relating to area of specialisation, for example livelihoods, resilience, small scale value chains, income generation, climate change adaptation and food systems through direct participation, briefings, information products and other materials. 
  • Contribute to resources mobilizations effort for WFP projects, including clearly articulating the need for adaptive livelihood options, climate adaptation, vocational skills training, income generation and resilience and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary. 
  • Provide support for RFS Calls for Proposals and partner selection process, leading review of proposals, giving relevant feedback to Area Offices; developing implementation-based plan based on projected needs and available resources, presenting project proposals to the Country Project Committee (CoPAC) and follow up with AOs on issues raised by the committee.
  • Monitoring activities planning and implementation in liaison with the AO and SO and report progress periodically, prepare a range of reports (e.g., food assistance needs, resource utilization, project performance and activity fact sheets) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control. 
  • Coordinate with internal counterparts to support effective collaboration and communicate with local partners, agencies, NGOs and government institutions to ensure efficient delivery of livelihood interventions. 
  • Act as a point of contact for resolution of a range of operational queries within a specific technical area of responsibility. 
  • Others as determined by the line manager.




Job Requirements

Education:

  • Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Engineering or other field relevant to international development assistance, 
  • or First University degree with additional specialized training and additional two year of most related professional work experience

Minimum Work Experience:

  • At least three years of postgraduate professional experience in progamme management implementing asset creation, small scale value chains, vocational skills, livelihoods or resilience project.

Desirable Work Experience:

  • Experience with water works and productive assets, agriculture and livestock, watershed management, livelihoods, vocational skills implementation. 
  • Experience with food and nutrition security programmes, natural resource management, participatory approaches, climate change, disaster risk reduction and safety nets. 
  • Experience in building partnership and coordinating with different internal and external stakeholders and co-creating innovative solutions.
  • Substantial role in the creation and training of teams and in explain complicated concepts to a diverse audience.

Knowledge & Skills:

  • Update knowledge on current issues and challenges relate to resilience, and food systems, livelihoods, climate change, disaster risk reduction, especially how it relates to Afghanistan. 
  • Editorial skills including use of research to produce quality documents, recommendations and reports
  • Proficiency in Microsoft software. 

Language:

  • Fluency (Level C) in English, Dari or Pashto.
