Job Summary

The Early Warning Officer will join the team within VAM that is fully dedicated to famine early warning.

This team is responsible for designing and improving the Country Office’s early warning system, sourcing and analyzing diverse forms of data, and ensuring that team outputs are integrated into programming and operations. This involves working with data from Earth observation, household surveys, qualitative assessments, humanitarian programming, thematic experts, a mix of secondary sources, and all other sources needed.

Duties & Responsibilities

  • Support field offices on utilizing early warning analysis for hotspot allocations, particularly around targeting, in coordination with other teams.
  • Lead the capacity building of field teams and cooperating partners on early warning analysis and hotspot monitoring.
  • Contribute to narrative analysis and horizon outlook building for the monthly Early Warning Forum.
  • Support the development and continual refinement of a standardized process for conducting rapid assessments and other field verification methods, including technically and operationally.
  • Manage and support coordination of rapid assessments for hotspot monitoring. Support coordination of early warning cooperating partners, including review of submitted deliverables and participation in joint analysis.
  • Attend technical meetings as needed (or alternate for the Programme Policy Officer – Early Warning and Famine Prevention), including the IPC Technical Working Group, the Assessment and Analysis Working Group, and the Food Security and Agriculture Cluster.
  • Provide reporting inputs for advocacy, including donor briefings and ad-hoc requests. Serve as the alternate for the Programme Policy Officer (Early Warning and Famine Prevention), including leading Early Warning Forum briefings as needed.
  • Provide other analytical support to Programme teams as needed, including in multiple forms of targeting, programme design, and contextual understanding.
  • Perform other related duties as required.


Job Requirements

Experience: At least one year of post-graduate professional relevant experience.


Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.


Language: Fluency (level C) in English language and good communication in Dari and Pashto.
