Job Summary

Reporting to the Senior National M&E Officer/Head of VAME unit, and with technical and strategic guidance from the Head of Programme and other international staff, the National M&E Officer will provide/contribute to analytical and technical support to the VAME unit, Operations and Management as well as to performance results. 

Job holder is expected for expert support of the development and implementation of Monitoring, Review and Evaluation Plans, and many more strategic documents preparation and revision aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. It may require also professional support the formulation of country monitoring and evaluation strategies, SOP, and contribute to policy development and various initiatives.

 

Duties & Responsibilities

Monitoring and Evaluation 

1.   Contribute to the operational Logical Framework (Logframe) formation/revision and configuration into WFP corporate system (COMET).

2.   Provide inputs to the development of Monitoring, Review and Evaluation (MRE) plan that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements. 

3.   Support the VAME planning & budgeting tool preparation exercise including costs planning and actual and advocate through line manager for both appropriate financial and human resourcing. 

4.   Develop annual monitoring sample size for all WFP field offices (FOs) considering the Minimum Monitoring Requirement (MMR) standard.

5.   Provide feedback on the formulation of the M&E Strategy and support its operationalization. 

6.   Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review, and evaluations findings accessible, developing innovative, user-friendly, and informative products. 

7.   Support WFP Management in addressing recommendations from monitoring, reviews, and evaluations to ensure that follow-up actions are taken as required. 

8.   Contribute to building M&E capacity of WFP staff and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance and that may include field visits.

9.   Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men through analyzing the process and outcome data.

10.   Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF). 

11.   Draft regular output/outcome monitoring professional reports on status of results and implementation progress and contribute to the data analysis and also provide technical guide as might require.

12.   Manage and take the lead in Third Party Monitoring (TPM) companies hired by WFP for outsourced monitoring purposes spot check missions (remote project site visits) and data analyzes.

13.   Support on monitoring issue finding tracking practices including the Compliance Feedback Mechanism (CFM) system to make sure they are addressed properly and intime. 

Specific to the evaluation function

14.   Support senior M&E officers in the management of any data analyses in line with WFP policy and quality assurance system. This entails managing or supporting M&E processes from planning to completion, sourcing, and supervising. 

15.   Coordinate M&E related trainings at WFP standard to FOs, TPM monitors, and Cooperating Partners (CPs)

16.   Regular field visits to FOs and project sites for various M&E purposes and provide feedback on project sites findings.

17.   Support centralized evaluations managed by the Office of Evaluation, joint UNDAF evaluations and donor-led evaluation in country. 

18.   Other duties as required.

 

Job Requirements

Education:

Bachelor-university degree in Economics, Food Security, Statistics, Data Science, agriculture, or other related field with additional years of related work experience and/or training/courses. Master’s degree in the mentioned field will be preferred. 

Language:

Fluency (level C) in English language and in Dari and/or Pashto

OTHER:

Willingness to travel throughout the country, including to remote rural areas.
