DAI, a private company, seeks candidates for ongoing multi-year humanitarian assistance initiatives in Afghanistan. Our programs create jobs, enhance value chains, and support businesses to improve the livelihoods of Afghan citizens in a variety of traditional industries and services including carpet production, light manufacturing, food processing, agriculture/agribusiness development, livestock development, and training, We support private businesses, farming communities, and individuals who need to learn job skills and trade production improvement techniques.
ACEBA will use database-driven applications to manage workflows and data, including DAI’s proprietary TAMIS (Technical and Administrative Management Information System), an SQL-driven Knowledge Management Database (KMDB) for internal tracking of beneficiaries and activities, DAI Collect based on Kobo Toolbox, and other systems. The Project Data Manager will develop and oversee ACEBA’s knowledge management systems and processes and support database administration and data quality, as well as pull information for reporting to management, The position is based in Kabul HQ but will require travel to ACEBA’s regional offices in Kabul, Jalalabad, Mazar, and Herat.
• Work to maintain and upgrade/customize ACEBA’s KMDB with security features, access controls, new modules and features, customization of data entry forms and data tables, export and import options, data visualizations, etc.
• Coordinate closely with Database and App Specialists on database administration and data quality control, including cleaning data and ensuring record integrity
• Act as liaison with M&E and program teams on the use of KMDB and other applications
• Train staff on KMDB use and provide refresher training as needed, monitoring and troubleshooting user proficiency
• Monitor use of KMDB, informing the program team of the timeliness of processing and uploading the needed documents
• Train staff on MIS use and provide refresher training as needed, monitoring and troubleshooting user proficiency
• Monitor the use of TAMIS, informing the program team and management of needed clean-up, updates, and appropriate information entry
• Provide input into the development of user-friendly features that contribute to the accomplishment of program objectives in more efficient ways and faster timeframes.
• Cooperate with the Communications and IT teams to design, develop and host the ACEBA website, then maintain it
• Support the Communications team to manage and maintaining a project photo repository application/database
• Work with the MEL and Communications teams to set up and maintain a Geographic Information System (GIS) and produce maps of the project’s activities and beneficiaries
• Assist the program team in the use of applications, or in systems design, for a diverse range of needs including surveying, data collection, SMS systems for bulk messaging and beneficiary communication (helpdesk function)
• Develop SOPs, user manuals and user guidelines as needed to improve and maintain processes, data quality, and timeliness of data entry in collaboration with program teams
• Provide support to users and assist with troubleshooting as needed
• Any other duties required by his/her supervisor, or COP

NTA Grade Qualifications
Grade C: Bachelor’s degree with at least 5 years of relevant experience or 7 years overall experience.
QUALIFICATIONS
• Minimum of a bachelor’s degree in Computer Science.
• 5 years of relevant work experience, including significant experience with knowledge management, database administration, data quality, and data integrity
• Experience developing, designing, and maintaining databases, websites, and applications
• Experience working with HTML/ CSS, JavaScript, XML, jQuery, PHP, CodeIgniter, Laravel, MySQL, PgSQL, Photoshop, Python; Dreamweaver, WordPress or other web design tools.
• Familiarity with M&E tools and processes is highly preferred
• Proficiency with IBM Notes, TAMIS, application development, and coding preferred
• Excellent English and local languages (Dari/Pashto) communication skills
• Proven track record of user-friendly support and collaborative work style
• Patience, attention to detail and persistence are required
REPORTING:
The Project Data Manager will be based in the Kabul HQ office and will report to the MEL Director.
