To support its growing program portfolio, QRCS Afghanistan is recruiting an experienced Project Field Supervisor to ensure the high-quality implementation of livelihood project.

Job Summary

Objective of the Position

The Project Field Supervisor will be responsible for planning, coordinating, and the implementation of QRCS’s livelihood projects in Balkh and Nangarhar provinces. The role requires social science or livelihood experience with strong coordination, project implementation and reporting skills to ensure projects are delivered on time, within scope, and in compliance with donor and organizational requirements.

Duties & Responsibilities

Key Responsibilities

1.    Project Coordination and Implementation

• Ensure effective implementation and monitoring of project activities in line with approved proposals, donor agreements, and QRCS policies including assessment for the beneficiary selection, identification of centers for vocational training and distribution of items.

·       Coordinate with provincial relevant stakeholders, including government authorities, community leaders, and partner organizations.

·       Conduct daily field visits for the beneficiary selection and monitor project activities and address challenges.

·       The Project Field Supervisor is overall responsible on provincial level and will lead the project in the field.

·       Have smooth relations with relevant stakeholders at provincial level.

·       Responsible for project implementation and difficult circumstances and operate the project in a Home-Field-Home approach.

• Ability to communicate effectively in coordination form, meeting with local authorities and other stakeholders.

·       Prepare tentative weekly plan of their activities and plan will be submitted to Projects Implementation Officer on the last day of every week.

• Ensure the timely execution of project activities and ensure quality service delivery.

2. Project Monitoring and Reporting

• Monitor project progress, activities and Complete and submit daily, weekly, and monthly reports to the Projects Implementation Officer and provincial stakeholders with proper record keeping.
• Deliverables & KPIs – Define measurable targets related to project execution, reporting, and stakeholder engagement.
• The Field Supervisor will be required regular visits to target areas and will be reporting to the Projects Implementation Officer.
• Monitor and review project implementation regularly to assess and identify challenges and explore practical solutions.
• Responsible for writing project quarter reports and get it endorsed by provincial directorates.
• Risk Management & Security – Include responsibilities for identifying implementation risks and ensuring adherence to QRCS-AF safety and security protocols.
• Ensures the data collection process is both valid and reliable. Reports on data collection issues and possible problems to Projects Implementation Officer in a timely manner.
• Conducting any other activity assigned by Projects Implementation Officer.

4. Risk Management and Compliance

• To help in Identifying risks to project delivery and develop mitigation strategies.
• Ensure adherence to QRCS security protocols and NGO’s humanitarian principles.
• Adhere to PSEA, child protection and safeguarding policies.

Job Requirements

Qualifications and Experience

Education:

Bachelor at project management, social sciences, Agriculture, BBA, or a related field

Experience:

·       Minimum of 3 years of experience as a field supervisor in international non-governmental organizations (INGOs) or NNGO.

·       Proven experience in management and implementation of multi-sectoral projects (livelihoods, MSMEs, Vocational Trainings and Emergency) in complex and insecure environments.

·       Experience working in Balkh and Nangarhar or similar contexts is highly desirable.

Languages:

• Fluency in English (written and spoken) is required.
• Fluency in Pashto and Dari (written and spoken) is mandatory.

Skills and Competencies:

• Good Coordination abilities.
• Solid understanding of the humanitarian livelihood landscape in Afghanistan.
• Excellent project implementation skills.
• Excellent communication and stakeholder engagement skills.

Proficiency in Microsoft Office and report writing skills.

Key Deliverables

• Completing assessment for the beneficiary selection according to the project scope.
• Timely and high-quality implementation of project activities.
• Effective coordination with internal teams and external partners.
• Quarter reports to provincial directorates of MOLSA and MoEc.

Working Conditions

• Based in Nangarhar and Balkh provinces (One for Nangarhar and one for Balkh), with frequent travel to project locations.

Must be able to work in challenging, resource-constrained, and insecure environments.
