Justice for Equality Afghanistan Organization (JEAO) is a non-profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right. JEAO is working in Afghanistan since 2007, implementing integrated health projects managed mainly by national staff supported technically and management wise by expatriate staff from head office.
The project manager will lead the Community Based Nursing School (CNS) project. The manager will lead the implementation planning, staffing, monitoring and reporting of the project. The CNS project strives to improve the women socio-economic conditions by building their income generation capacities through professional skills of nursing/midwifery and improving the healthcare of maternal and newborn in remote provinces of Badakhshan, Ghor and Paktika. The project will develop and operate three nursing schools in Badakhshan, Ghor and Paktika for 3 years.
The Project Manager develops, leads, monitors and evaluates the assigned CNS project.
CNS Project Management
• Manage the assigned CNS project to meet the project objectives within budget and time frame and report promptly any operational concerns to the leadership.
• Provide strong leadership of the assigned project, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities and local staff.
• Contribute to the development and implementation of an appropriate and effective CNS management strategy.
• Set clear objectives and indicators for activities in collaboration with staff, trainees and local communities.
• Monitor and supervise project activities, evaluating progress through outputs and impacts, and involving the team in analysing and taking appropriate action to ensure continued progress.
• Develop workplans, manage project staff, visit the project sites, strategies and project implementation.
• Develop timely reports that meet the donor requirements.
Staff Management
• Manage the project staff, including day-to-day management, development and training, appraisals, etc.
• Facilitate regular meetings to assist information sharing between provinces project staff, to ensure all staff members are aware of project objectives and work plans and to provide the opportunity for feedback.
• Provide coaching and supervision to staff to develop responsibility for CNS activities.
• Assess the training needs of staff and ensure that appropriate training is conducted.
Financial Management
• Manage the CNS budget for the assigned project and ensure all expenses are according to budget and meet the standards and policies with regard to financial management.
Communication and Coordination
• Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned project team, organizational leadership, partner organizations/institutions, donors and other relevant stakeholders with the objective of ensuring good cooperation and partnerships.
• Participate in coordination meetings, internal trainings, and other working groups or meetings, representing JEAO and feeding back to the staff and field managers on issues.
Logistics
• Support the logistics activities of project staff, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned CNS facilities and activities.
• Liaise, as necessary, with the health, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
Quality Management
• Ensure projects are implemented in line with donor proposals and requirements and in accordance with JEAO, donor, country and international standards i.e. Ministry of Public Health standards.
• Bachelor’s degree, preferably in, or equivalent, in the related professional field (Public Health/Nursing/Medical). Master’s degree holders in the related field will be preferred.
• 3 or 5 years of relevant experience in the field of public health management, training institution management, project management, especially with an NGO, UN agency, or similar organization.
• Experience in producing high-quality communication; be able to write report texts of high quality.
• Computer skills at the operator level, especially with MS Office packages
• Fluency in English and Dari and/or Pashto, both written and spoken.
• Experience in planning, management and reporting
