Job Summary

Rehabilitation of Afghans with Disabilities (RAD) is a programme of Swedish Committee for Afghanistan (SCA). SCA runs four RAD projects in thirteen provinces in Afghanistan managed in four Project Offices (PO); Ghazni, Jalalabad, Mazar-e-Sharif and Taloqan. Each project has five main components (physiotherapy, orthopaedic workshop, community mobilization and advocacy, special and inclusive education and employment support).
The RAD Project Manager is the head of the RAD project unit at the PO. S/he is responsible for the management of the SCA RAD projects and for developing the projects in accordance to SCA Policy and work plans and budget. S/he is responsible for planning, budgeting, implementing, monitoring, evaluating and reporting of SCA RAD project. S/he has a personnel responsibility of managing all the staff at the RAD project unit. Regular visits to the RAD project sites are required.
The RAD Project Manager also ensures that projects are completed on schedule, with quality and within budget. S/he works in close co-operation with the RAD Program at Kabul Management Office. S/he collaborates closely with other units at the PO and ensures good and regular contacts/briefing with related provincial and district authorities and other external stakeholders. The RAD Project Manager reports to the Head of RAD Program.

Duties & Responsibilities

• Coordinate and supervise the activities of RAD project unit staff
• Oversee and guide the implementation of the RAD activities according to the policy, strategy, work plan, budget internal project document and other guidelines
• Frequently conduct visits to the project sites, at least 15-20% of time should be in field
• Ensure that all RAD project staff have appropriate skills, knowledge and training to perform job functions
• Coaches and mentors RAD project staff to ensure optimal results
• To lead the unit in the budget preparations, follow up, revisions and to secure accountable practices according to financial regulations
• To write and develop various proposals, work plan, budget and reports
• To establish good network for the identification of disabled people and available resources in the project area, link and make these services accessible through a well organised referral system which should serve all people with disabilities without discrimination, following CBR approach (Community Based Rehabilitation)
• Analyze technically the RAD project data and share analytical reports/recommendations with RAD Program Unit on improving qualitative aspects of the project
• Develop the quality of the RAD Project e.g. monitoring and supervision of field activities i.e. physiotherapy centre, orthopaedic workshops, special education, employment support and community mobilisation and advocacy in collaboration with RAD Program Unit
• Communicate and coordinate relevant/ project related issues with the related governmental authorities and other stakeholders at PO level
• Advise and assist the HRM section in recruiting PO RAD staff

Job Requirements

• Graduated from relevant Faculty of University, master level preferred
• At least five years work experience in managerial position in relevant field with any international NOG or UN agency
• Fluency in English, Dari and Pashto, written and spoken
• Good supervisory, leadership, analytical and troubleshooting skills
• Solid knowledge of planning, budgeting and report writing
• Familiar with design, evaluation and monitoring of community and/or disability projects
• Computer knowledge at operational level, SCA uses Ms Office standard software
• Ready to work, live and travel in an intricate and strenuous environment
• To be an Afghan national
