Job Summary

The Project Manager will lead the complete lifecycle of high-value, technically complex, and strategically significant projects. This role ensures that every project whether it's a building construction, fiber-optic rollout, power distribution network, or logistics operation is completed on time, within budget, and in full alignment with company strategy. The Project Manager acts as the central point of leadership, decision-making, accountability, and coordination among stakeholders.


Duties & Responsibilities

Project Initiation & Scoping

  • Facilitate internal and external kick-off meetings.
  • Prepare project charter, matrix, and stakeholder register.
  • Conduct market, geographic, and sector-specific feasibility studies.
  • Define procurement strategy, prequalification, and tendering timelines.

Planning & Design Oversight

  • Develop detailed Work Breakdown Structures (WBS).
  • Oversee technical planning: architectural designs, BoQs, AutoCAD drawings, telecom network maps, or warehouse layouts.
  • Coordinate environmental and social impact assessments (if required).
  • Liaise with design engineers, estimators, and legal to finalize contract packages.

Execution & Supervision

  • Supervise and monitor all daily activities through site engineers and team leads.
  • Approve mobilization schedules, material movement logs, and contractor plans.
  • Use Earned Value Management (EVM) or Critical Path Method (CPM) to assess performance.
  • Maintain quality through on-site audits and technical submittal approvals.

Financial Control & Budget Management

  • Develop detailed project budgets and track costs through accounting tools.
  • Validate and approve progress payments, subcontractor invoices, and change orders.
  • Maintain contingency plans and cost-risk reserves.
  • Submit monthly budget variance reports.

Contract & Vendor Management

  • Manage multi-party contracts: Lump-Sum, Unit Rate, etc.
  • Coordinate with the Legal Department for contract execution, risk clauses, and dispute resolution.
  • Manage vendors and sub-contractors; conduct performance evaluations.
  • Enforce penalties, terminations, and ensure adherence to Service Level Agreements (SLAs).

Stakeholder & Client Engagement

  • Maintain active communication with clients, donors (e.g., UNDP, USAID), and government agencies.
  • Prepare executive dashboards, MoUs, site visit protocols, and alignment workshops.
  • Report to board or executive steering committees on project milestones.
  • Address escalations, change requests, and community grievances.

Team Management & HR

  • Recruit, train, and retain project staff across disciplines (engineers, quantity surveyors, safety officers).
  • Assign roles/responsibilities based on skillsets and workload balancing.
  • Conduct weekly progress meetings with discipline leads.
  • Perform staff evaluations and recommend promotions/penalties.

Compliance, Safety & Sustainability

  • Ensure compliance with Afghan regulations, international donor guidelines, and internal SOPs.
  • Implement ISO 9001 (quality), ISO 45001 (occupational safety), and/or ISO 14001 (environmental) practices.
  • Conduct toolbox talks, site safety audits, and corrective action plans.
  • Promote environmental sustainability and gender equity in projects.

Reporting & Documentation

  • Prepare:
  • Weekly and monthly progress reports
  • S-curves and resource histograms
  • Procurement and delivery trackers
  • Archive all project files according to document control protocols.
  • Assist Finance and Audit departments in closing and post-project reconciliation.

Job Requirements

Education: BSc in Civil Engineering, Construction Management, or Business Admin

required. MSc or MBA is an asset.


Certifications

PMP® or PRINCE2® preferred.

Other site safety or ISO training is advantageous.


Experience

6–10  years in project management roles.

Minimum 3 years in similar role in Afghanistan or developing countries.


Software Proficiency

Primavera P6, MS Project, AutoCAD, SAP/ERP, Excel (advanced), MS

Teams/SharePoint are also plus point


Languages

Fluent English (spoken/written); Proficient in Dari and/or Pashto highly

preferred.
