The Comprehensive Agriculture and Rural Development Facility (CARD-F) is a joint entity established under the auspices of the Agriculture & Rural Development (ARD) Cluster Ministries. It is administered by the Ministry of Agriculture, Irrigation and Livestock (MAIL); the Ministry of Rural Rehabilitation and Development (MRRD); the Ministry of Counter Narcotics (MCN) and the Ministry of Finance (MoF). This facility is managed by Inter-Ministerial Committee (IMC) chaired by the MCN and is led by an Executive Director who reports to the IMC. The two ministries, MAIL and MRRD, are the “Implementing Ministries” of CARD-F.
CARD-F prepares Economic Development Packages (EDPs) which target economic development in the rural Afghanistan, mainly on a district level. Each EDP comprises two components: an agriculture component and a physical infrastructure component to support the agriculture value chain. The physical infrastructure components of EDPs are implemented by MRRD under a Service Level Agreement (SLA). In this regard, engineering services such as survey, design, and works supervision especially for irrigation and agriculture water security measures are provided by Engineering Services Directorate (ESD) of MRRD.
With the close coordination with CARD-F Engineering Unit and Engineering Services Directorate (ESD), the incumbent will have the following duties and responsibilities: In summary, the Project Engineer remains responsible for the following although technical aspects may be delegated:
Providing Project Management Services according to the Works Contract, Drawings and Technical Specifications and following the guidelines of the CARD-F Works Supervision Manual
Coordination with CARD-F and MRRD support Directorates
Supervise overall programme operations of staff, budget, and progress
Archive copies of all correspondence with the Works Contractors, site records, record of meetings, test results and instructions to the Contractor and correspondence with the Client.
Approve the initial and updated Works Contractors’ work plan, and record Construction Progress;
Measure the Work Done to determine monthly and final payments to the Contractor based on the unit rates in the contract;
Verify and record that the Works Contractor
o Satisfies all the requirements of the Works Contract
o Constructs the works according to the design and that the contractor fully satisfies the requirements of the contract including the drawings, bills of quantity and technical specifications;
o Takes all necessary steps to ensure the Health & Safety of Workers and Site Visitors
o Performance Bond remains valid
o Insurance documents maintained & up-to-date taking into account of time extensions
o Constructed Works achieve objectives on time within budget
Verify SDA invoices and approve Works Contractors invoices and reporting on construction progress
Issue all necessary instructions and approvals to the Works Contractor;
Modify program cost estimates and approve variations
Cooperate and coordinate with the CARD-F Engineering Unit, CARD-F Monitoring and Evaluation staff, Province and District Government Authorities including DWM and DAIL, Water User Associations, Mirabs and the community
Final responsibility for technical decisions based Technical Specifications
Record daily site conditions, Works Contractors’ plant and equipment and staff on site in a site diary and using the Client’s Intelligent Survey System;
Supervise Site Engineers and coordinates technical aspects with CARD-F Engineering Unit Head and CARD-F Oversight Engineers
Manage topographic, benchmark and layout surveys, verification of Contractor’s surveys
Approve and interpret design modifications
Approves material type source, material certificates and sample Laboratory test results
Verify the Quality of Materials and Construction Methods;
Report on Works progress
Interpret the GCC & SCC
Clarify construction details;
Review and approve the design and drawings of the Contractor’s Temporary Works
Provide design modifications required to accommodate unexpected or changing site conditions for the approval of the Client
Ensure irrigation water supply to users is maintained during construction and liaise with water users, community and government authorities.
Education – Civil Engineering Degree or equivalent from an approved and recognized University
Experience – At least 5 years of work in project management of civil and irrigation construction works. At least 2 years in design of irrigation projects valued more than USD 1million
Knowledge – Demonstrate familiarity and basic understanding of the following topics
Contracts and contract formation
Standard Works Contracts (PPU, World Bank, FIDIC etc)
Relationship between the Project Manager (Chief Engineer) and Contractors
Relationship between the Project Manager (Chief Engineer) and Client
Ability to plan and execute assigned work without close supervision.
Knowledge of geo-technical engineering
Knowledge of project management
Excellent verbal and written language skills in national languages and English
Computer word processing and spreadsheet working skills in MS Office
Other computer skills and experience using engineering design packages
The candidate will be required to provide references from persons with a good knowledge of prior relevant work experience.
Ability to plan and execute assigned work without close supervision
