Job Summary

The Project manager is responsible for planning, management, coordination, and budget control of the project and shall be capable of managing multiple projects at a time

Duties & Responsibilities

  • Project schedule oversight using Microsoft Project Primavera in order to track project progress status regularly
  • Initial review of submittal(s) to make sure all supporting documents are completed and then referring to technical team for consent/approval
  • First line of communication with the contractor/implementer
  • Monitor the performance of the contractor based on the terms and conditions of the contract
  • Approve/disapprove contractor implementation plans and deliverables in close coordination with the technical team
  • Work and coordinate with the Consultancy Firm, if any, of the project and make sure that the project is on track concerning scope, time, quality, and budget
  • Review, approve/disapprove, products, deliverables, and reports (weekly (if any), monthly, quarterly and annual) submitted by the contractor
  • Ensure the contractor adheres to the project schedule
  • Ensure the contractor adheres to the project budget and scope and time
  • Ensure required progress and financial reports are delivered on time
  • Ensure the project satisfies all the project stakeholders
  • Resolve issue(s) effectively in order to keep the project on track
  • Hold periodic project status meetings with the contractor
  • Review and approve/suspend contractor invoices based on the contract terms and conditions
  • Review and concur contract amendment in consultation with the Contract Management Specialist
  • Liaise with the Program Manager and Program Management Office (PMO) when corrective action must be taken by the contractor to bring the project back on schedule and/or budget and deliverables are completed
  • Communicate regularly with Technical Expert Pool of the PMO to make sure that the quality of services is efficiently provided as specified in the contract
  • Reporting any irregularities or implementation problem(s), challenge(s), and risk(s) to the Program Manager, PMO, Contract Management Specialist, or Contract Department in case the PM is not capable to resolve them
  • Mitigate and manage risk that seriously affecting the project schedule, scope and fund;
  • Ensure payments are expeditiously made to the contract following to approval of invoice(s)
  • Documenting communications between DABS and Contractor on any financial transactions and other project performance-related documents
  • Organizing weekly, bi-weekly and monthly meetings with the contractor and preparing minutes of the meeting – the minutes of the meeting shall be confirmed by the participants and shared with those concerned
  • Review and approve daily, weekly, monthly, quarterly and annual project reports submitting by the contractor
  • Organizing site visit(s) and preparing report(s) subsequently returning from the visit – the report shall be shared with those concerned
  • Participating in the periodic evaluation of the contractor’s performance and preparing a performance report – the performance report format shall be designed by the Program Manager or Contract Management Specialist
  • Work and coordinate with the Finance Department regarding all financial issues
  • Any other project implementation-related task(s) assigned by the Program Manager
  • The Project Manager (PM) is responsible, with the support of his Assistant, if any, to retain and keep record of all project related documents and ensure that the files are properly indexed and recorded alphabetically/numerically/chronologically and per the Standard Operating Procedure (SOP) of PMO
  • During the close out phase of the project, ensure that all activities necessary to achieve the final result(s) are completed, work with the Contractor, Contract Management Specialist and those involved to get formal sign-off that the project is complete, and make sure that all certificates are prepared and signed

Job Requirements

  • Bachelor’s degree in Civil or Electrical Engineering
  • Minimum 5 years of professional experience in mentioned field
  • Managerial – Program Management Professional or strong project management acumen; management of programs with financial responsibility


  • Leadership – Leadership and decision‐making ability. Personnel management and team‐building skills with an ability to delegate, follow‐up and supervise as well as support. An influencing skill for gathering relevant and critical information to address important issues and reach agreements while maintaining mutual trust


  • Commitment – Committed to the Islamic Emirate of Afghanistan principles and values, as well as to promoting international development and reform in a conflict environment


  • Conflict management – The project manager needs to resolve conflicts in a timely manner and in a constructive way to act as mediator in order to achieve a high-performing team


  • Motivation – Providing reasons for team members to act. Empowering them to participate in decision making and encouraging them to work independently and efficiently


  • Communications - Excellent communication (spoken and written) skills in English and Dari/Pashto, with the capability to articulate the project’s strategic goals into sound operating plans and processes; excellent written and oral advocacy and negotiation skills; ability to focus and motivate employees, donor, partners, and stakeholders. Negotiation among team members to reach consensus on project needs and to build trust and harmony among the team members


  • Technology Awareness - High proficiency with computers in particular MS Word, MS Excel, MS Outlook, MS Project/Primavera and the Internet. Advance knowledge of working with Internet based applications and languages


  • Teamwork – Ability to lead and support teams in a complex multi-national, multi-cultural environment
  • Good knowledge of contract management, risk identification and mitigation, dispute resolution, and contract lifecycle management.
  • Excellent analytical, negotiation, and drafting skills.
  • Good understanding of project business.
  • Extensive experience in contract execution.
  • Proficiency in MS Office, Auto CAD, Primavera and relevant contract/project management tools.
  • Fluency in written and spoken English is required; knowledge of local languages is a plus.
