About National Water Affairs Regulation Authority

In accordance with the Decree 36 of the presidential office of the Islamic Republic of Afghanistan in view of national politics and strategy of the country during 1398, the National Water Affairs Regulation Authority (NWARA) has been established from one existing ministry: Ministry of Energy and Water

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the water sector occupies special prominence in the Government's development plans. Several major Water sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the National Water Affairs Regulation Authority (NWARA).

Given the technical complexity of the Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the NWARA assists its administration that will be based in Kabul and will reinforce NWARA in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for water sector development

Job Summary

Kajaki Dam was initially planned to be built in phases. The initial phase of construction provided water storage for irrigation in the Helmand Valley and was completed in 1953. The initial phase powerhouse had a total installed capacity of 51.5 MW, consisting of two units of 16.5 MW and of 18.5 MW installed by USAID in 1975, along with 110 kV transmission line and substations that distributed the generated energy to the region. The installation of the third turbine rated at 18.5 MW was only completed in 2016. However, the installation of spillway gates was not included in this initial phase, and the Dam left limited in its ability to regulate flood flows and provide flood reduction benefits. In 1975, when the 33 MW powerhouse was completed, hydropower generation became a vital function of the Dam. Eventual spillway gates installation in Phase II will allow Kajaki Dam to regulate flood flow as well as provide additional irrigation and hydropower benefits to the Helmand Valley.

Based on the signed agreements (Implementation Agreement & Power Purchase Agreement) between the GoA and 77 Construction USA Corporation and a recent amendment to these agreements, which was accepted by High Economic Council (HEC) on 2019, the implementation of the project is now planned in two new phases, as follow:

In the Phase 1 of the project, 77-Construction is responsible for increasing the capacity of the Dam by constructing an additional powerhouse with three units and total 100 MW of the installed capacity, next to the existing 51 MW powerhouse. The three units (each of 33.3 MW) are planned to be installed with the existing water reservoir normal operation level of 1033.5 m. Moreover, the raising of dam height by freeboard parapet wall will be done in this Phase.

In the Phase 2, the normal operation level of the water reservoir will be increased from 1033.50 m to 1045 m by placing of radial gates on service spillway.

Objectives of Kajaki Dam (Phase 1 and Phase 2)

  • The overall objectives of Kajaki Dam are i) providing more water for irrigation and better water supply to Helmand Valley, and ii) generation of hydroelectric power, which will be achieved using the phasing approach mentioned above.
  • The objective of Phase 1 is to construct 100 MW of additional energy generation capacity to increase the plant capacity to 151 MW.
  • The objective of Phase 2 is to increase the water storage capacity of the Dam for providing more water for irrigation and better water supply to Helmand Valley.
  • The service spillway gates are currently not installed, which limits the Dam in its ability to generate more power and regulate flood flows. Water from Kajaki Dam has a vital role for domestic water supply in an indirect way by recharging the shallow aquifers along with the river and irrigation networks.

Scope of the Project (Phase 1 and Phase 2)

  • The Kajaki project consists of design, construction, financing, operation, and maintenance for the following major components, which are planned in two separate phases.

Phase 1:

  • Construction of Camp Facilitates.
  • Construction of Downstream Cofferdam.
  • Fabrication and Installation of Penstock.
  • Construction of a New Powerhouse next to the existing, with 100 MW installed capacity included (3 x 33.33 MW = 100 MW) Power Generating Units.
  • Construction of 220 kV Switchyard.
  • Construction of Emergency Spillway.
  • Supply and installation of Electro Mechanic Equipment.
  • Construction of Parapet Wall on Crest of Dam Body.

The completion of Phase 1 is needed to be taken 13 months as per contracts.

 

Phase 2:

Part A

  • Completion of civil and structural works of service spillway.
  • Fabrication and supply of the radial gates to the project site.
  • Part A will be started after the preparation of the Environmental and Social Impacts Assessment (ESIA) & Resettlement Action Plan (RAP); hence the issuing of legal permission or notice to proceed is required for the commencement of practical work.

 

Part B

  • Installation of the radial gates, increasing of existing normal operation level of the reservoir from 1033.5 m to 1045 m.
  • Part B will be started after the completion of government actions, which are required before the extension of the water reservoir and accordance with the final reports of the ESIA & RAP. The procurement process of ESIA and RAP firm is ongoing. The commence of work need a legal permission or notice to proceed. The completion of Phase 2, Part A will take 12 months and Part B, 6 months as per project schedule.
  • Organizational Structure for Implementing the Project
  • A Project Management Team (PMT) has to be assigned by NWARA that, on behalf of GoA, which will be responsible to ensure the project will be implemented according to the project agreements. Under The current approved PMT, NWARA will recruit several national and international individual consultants (QA Civil/Hydro Electrical Engineers, Environmental/ Social Safeguard Specialists, Senior Legal Advisor, Admin and Finance Officer, International Environmental/Social Safeguard Specialists and International QA Hydro Mechanical Engineer) and two Panel of experts (Project Technical Advisory Panel (PTAP) and Environmental and Social Advisory Panel (ESAP)). These experts will comment on any technical and environmental and social matters which it considers to be important to the successful design, legal issues, construction, and operation of the projects and to the long-term safety and sustainability of the dams. 
  • Establishment of PMT, recruitment of panel of experts, and contract of ESIA and RAP consultant  will be financed by the World Bank under Naghlu Hydropower Rehabilitation Project (NHRP) (TF0A1691) (Component 3).
  • The project manager will lead the establishment of PMT and will be the focal point for reporting the PMT performance to the World Bank and coordination with the related NWARA departments.
  • Kajaki project will be developed by the public and private participation model (build, operation and transfer or BOT) by the 77 Construction USA Corporation. NWARA will make available the following documents to the consultant: signed agreements (Implementation Agreement & Power Purchase Agreement) between the GoA and 77 Construction USA Corporation, from 2018, recent amendments and project proposal and technical documents approved by government. These documents will be a reference for the consultant to plan his/her works.
  • For the payment process and the certification for invoices of 77 Construction, the amount of energy and work will be measured by site staff and should be reviewed and certified by the project manager. Those then will be approved by water projects quality control department and NWARA General Director.
  • All documents and submittals of the project (technical design and reports) received from the 77 Construction will be corresponded and circulated to water infrastructure design department for reviews and approval with support of ' 'NWARA's water projects quality control department team.
  • NWARA's HR department will support the project manager in recruiting the individual consultants. NWARA's procurement and finance teams will provide support in recruitment of firms and procurement of goods and works under the project.


Duties & Responsibilities

  • Responsible for the overall management of the project's contract in accordance with the project's agreements and GoA procedures and regulations.
  • Prepare timelines for all activities and deliverables under the project.
  • Manage and lead the fiduciary aspects of the project including financial management and procurement.
  • Lead and follow up the recruitment of national and international individual consultants, firms and other procurement packages for the project with relevant departments in accordance to the World Bank procurement guidelines.
  • Ensure procurement rules & procedures are followed, and the Consultants (Firms and individuals) are performing in accordance to their TORs and contracts in a timely manner.
  • Manage the procurement of international consultant for undertaking the ESIA/RAP.
  • Manage the works and respond to communications on the project issues, with the World Bank
  • Oversee the performance of the ESIA/RAP consultant including timely reporting and submission of the deliverables.
  • Participate in Panel of Experts mission and assist the experts with required information and meetings. He/she should also review reports of the panels and ensure that the recommendations are implemented per applicable laws.
  • Be responsible for the completeness, quality and timely submission of project reports.
  • Monitor project progress and take action to address shortcomings. 
  • Ensure facilities to be provided by the NWARA are available as required.
  • Overall management of budgeting, and financial control, withdrawal applications, payments, etc. issues of the project.
  • Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to 77 CC and personnel are received on time.
  • Control expenditure and prepare budgets in accordance with MoF regulations.
  • Coordinate measurement of quantities performed at site and prepare monthly payment certificates.
  • Coordinate project activities and maintain a high level of co-operation and commitment from the various stakeholder including the contractor, NWARA and associated ministries, local authorities, NGOs, traditional leaders and affected communities.
  • Represent the NWARA at professional meetings relevant to the project as required. This may include presenting information on behalf of NWARA and reporting back to high management.
  • Ensure the works are constructed in accordance with best practice and to a high standard.
  • Work with the district liaison committee to (i) ensure the community's requirements are incorporated into the designs; (ii) address problems that may arise during the construction phase.
  • Contract administration, preparation of instructions, variation orders (within financial limits), etc.
  • Approve design, plans, materials and equipment to be installed by the project implementer.
  • Manage and direct the project team including construction supervision engineers, safeguard team, and Dam Safety panel of experts.
  • Capacity building of staff to ensure smooth progress of project work in accordance with accepted guidelines.
  • Collate daily diaries and prepare monthly progress reports for Technical Deputy of NWARA and the World Bank.
  • Visit the project sites and monitor the progress as and whenever requested/required.
  • Collect and disseminate information of the project, make presentations to NWARA officials for solving challenges and better planning of future construction issues under the Project Agreement.
  • Prepare/adapt all relevant plans for approval by the Technical Board.
  • All above activities apply in to the existing assets transferred to 77 Construction and to the new assets currently under construction


Job Requirements

  • Minimum Bachelor’s degree in one of the relevant fields: Project Management, Planning, Engineering with at least 7 years of relevant experience, or a degree at the level of 'Master's with 5 years' experience.
  • Experience in hydropower projects, is highly preferred.
  • Certification in Project Management (PRINCE2, PMI, etc.) is preferable.
  • Analytical ability, practical problem-solving skills, and resourcefulness in performing varied tasks in the area;
  • Demonstrated skills in retrieving, gathering and obtaining information from various sources;
  • Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;
  • Demonstrated leadership and managerial skills and initiative in developing practical approaches that improve the efficiency and effectiveness of the project;
  • Strong inter-personnel skills and commitment to work in a team-oriented, multi-cultural environment;
  • Language skills: Fluent oral and written skills in English, Dari/Pashtu;
  • Computer literacy: Proficient in PC based applications such as Word, Excel and Power Points.
