The TUP Project Manager will be part of MISFA’s Rural Finance (RF) team and will be responsible for the overall management of project implementation, including office establishment, staff recruitment, financial management, supervision and monitoring.
The Project Manager under the supervision of the Director Development and Rural Finance will perform the following responsibilities.



Develop a plan of action for the start up of the TUP project initial activities.

Conduct meetings with DAIL, Baharak district authority, other relevant Government officials and the local communities to explain the project objectives and implementation modality to them.

Recruit qualified staff for the project implementation based on merits, makes sure that the recruitment process is open and transparent.

Organize workshops and trainings for newly recruited Project staff.


Develop administrative and financial procedures and policies for the improvement of the project implementation. Make sure that financial transactions are well recorded.

lead the planning and implementation of project

Provide on time support in monitoring and supervision of the household survey and make necessary arrangement for poverty ranking in discussion with relevant project officer and the district manager of the TUP project.

Take full responsibility for selection of the most eligible beneficiaries as per the pre set criteria.

Facilitate the definition of project scope, goals and deliverables

Define project tasks and resource requirements

Develop full scale project plans

Assemble and coordinate project staff

Organize/facilitate the asset transferring to beneficiaries in presence of the committee members of Asset Transfer.

Manage project budget

Effectively communicate TUP project expectations to team members and stakeholders in a timely and clear fashion

Determine and asses need for additional staff and or/consultants and make the appropriate recruitment if necessary during the project cycle.

Manage project resource allocation

Plan and schedule project timelines

Track project deliverables using appropriate tools

Provide direction and support to project team

Provide on time and professional oversight to the project activities and report to the MISFA regional Coordinator.

Quality assurance

Constantly monitor and report on progress of the project to all stakeholders

Present reports defining project progress, problems and solutions

Implement and manage project changes and interventions to achieve project out put

Project evaluations and assessment of results

Conduct frequent travels to Baharak district to closely monitor project activities and provide support to the project staff and as well as to beneficiaries of TUP Project.

Liaise with project stakeholders such as RMLSP technical staff and as well as other service providers on regular basis.

Identify and resolve issues and conflicts within the project team.

Delegate tasks and responsibilities to appropriate project personnel.

Perform other tasks assign by the Supervisor

Job Requirements

Essential Skills, Experience and Qualifications:


University degree

Five years work experience. Experience in microfinance or Livelihood related programs will be preferred.

Fluency in Dari, Pashto is must and English is desirable

Excellent interpersonal and communication skills, self-starter and able to work independently.

Reasonable computer skills.

Demonstrated attention to detail and proven ability to follow procedures, complete tasks, meet deadlines and work well under pressure in a cooperative, team oriented environment.
