Job Summary

Under the overall guidance of the Program Director and direct supervision of the Project, the Project Monitoring Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The Project Monitoring Officer will be responsible for designing and implementing the Monitoring activities of the Project; assisting the Project Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities.

The Project Monitoring Officer works in close collaboration with work closely with project team and Project Manager and operations clusters, Government officials, private sector, non-government and civil society organizations.


Duties & Responsibilities

1) Assist Project Manager in preparing monthly and quarterly reports on project progress based on MIS reports on project activities;

2)  Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;

3) developing sound data collection tools, including baseline surveys and rapid assessments that can provide accurate and timely information on project indicators and other information needs

4)  Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;

5)  Monitor all project activities, expenditures and progress towards achieving the project output;

6) Develop and strengthen monitoring, inspection and evaluation procedures

7) Develop monitoring and impact indicator for the project success;

8) Monitor and evaluate overall progress on achievement of results;

9) Monitor the sustainability of the project's results;

10) Provide feedback to the Project Manager on project strategies and activities;

11) Report monthly and quarterly and annual progress on all project activities to the Program Director/Project Manager;

12) Support monitoring and evaluation of the effects and impact of the project;

13) Assist in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS;

14) Other job related duties as assign by PD/PM.


Job Requirements

Education and Experience:

       i.    Bachelor’s degree in quantitative discipline (preferably in Social Science, Economics, or Business Administration)

     ii.    At least 3 years of working experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government;

   iii.    Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring instrumentation tools


Skills and Abilities:

       i.      Advanced skills in data analysis presentation and report writing

     ii.  Excellent analytical skills combined with a proactive, energetic approach to problem solving

   iii. Excellent coordination and communication skills gained through experience in the supervision of monitoring field staff.

   iv.    Experience in Qualitative and Quantitative Research

     v.   Ability to work under pressure

   vi.    Adept skills in project cycle management

 vii.     Strong written and oral communication skills

viii.    Excellent Report writing and Speaking in English, Dari and Pashtoo languages
