The Project Officer (LRRD) is the incharge of all project activities at district level and responsible to implement and monitor the project activities in the operational villages.
Is responsible for collecting, compiling and consolidating all information related to different components of the project on a regular basis.
•S/he is responsible for input and output monitoring in the project. S/he has to document the processes adopted in the project implementation, emerging best practices, success stories, human interest stories during implementation of the project.
•S/he should provide timely feedback on the project progress and shortcomings to the Project Manager/ Project Coordinator.
•S/he should support Project Manager in developing Work Plan and Financial Plan on quarterly basis.
•S/he should submit quality MIS reports, monthly progress reports and process reports regularly to the Project Coordinator.
•S/he should provide support to the partner organisation team in organising the training events as per the training calendar and work plan.
•Project Officer is responsible for coverage of all beneficiaries in different CBOs, Food Security Networks, water user groups, farmers groups, federations of the farmers/ user groups and cooperatives.
•S/he has to develop various committees at village level and district level and ensure representation of all CBOs in these forums and federations.
•Facilitate development of vision for CBOs
•Develop strategies in identification and coverage of all vulnerable and poorest households
•Promoting CBOs at village level and district level federations and cooperatives
•Support Project Coordinator and Project Manager in developing institutional building strategy for the project
•Critically analyze the project components and ensure the compatibility of the CBOs and their structures to local requirements
•Ensure adoption of participatory/ democratic processes in promoting and developing grassroots level institutions
•Ensure provision of regular facilitation to CBOs by Social Organizers and Barefoot professionals
•Support Project Manager in developing data base of on social-economic status of the groups promoted
•Coordinate with Project Coordinator in analyzing monitoring data and take necessary actions for the improvement of the project
Establish linkages with line departments, NGOs and relevant institutions at village and district level.
•Facilitate CBOs and the vulnerable communities to identify the social and economic development requirements and explore suitable sources
•Sensitise stakeholder groups and government departments on the needs of the vulnerable groups and the project initiatives and seek their cooperation and support for extending their services and programmes
•Ensure coordination at village level and district level
•Support the project engineers in identification of villages for implementation of irrigation projects
•Prepare social and economic feasibility report for all infrastructure related works e.g. irrigation works,
•Support social organisers in implementation of special components in the project (seed banks, back yard gardening, live stock management etc)
•Undertake market study with the help of social organisers and barefoot professionals for different components (seeds, livestock, tools, equipements)
•Will overall responsibility of supporting agencies/ institutions running the vocational training centres
•Lead and conduct baseline information of the project with the support of social organisers and bare foot professionals
•All project related beneficiaries list, their social- economic status reports, PLA documents, livelihood assessment reports will be documented and shared with the Project Manager and Project Coordinator
•Preparation of monthly and periodic MIS and submit the same to the Project Coordinator
•Conduct special studies as and when required in the project villages
• Perform any other duties that may be assigned by the Action Aid Project Manager

Knowledge
Equipment to be used:
•Must be able to operate computers with design tools,

•Understanding of community-based nonprofit programs.
•Ability to integrate and harmonize diversified functions of different staffs.
•Understanding, influencing and serving others are important attributes in this position.
•Full knowledge of survey techniques, equipments standards, standard construction procedures, lay outs techniques and drawing designs and structures.
•Ability to conduct technical feasibility studies for construction works
•Ability to assume responsibility, interface and communicate with others.
•Effective oral and written communication skills and ability to represent Action Aid and project team in a professional manner to other stakeholders and the community.
Experience:
•A minimum of 3- 5 years of experience in construction engineering and lay out experience. Previous work experience in similar community development projects, cash for work projects, irrigation works will be added advantage.
•Language proficiency in English and Dari. Additional language skills of Turkish, pasthu and others are additional advantage.
•Full working knowledge of surveying techniques, equipment standards, procedures and reading designs is essential.
•Computer skills are required, if knowledge of AUTO CAD is added advantage
