CARE International in Afghanistan, Multi Location
The project supervisor is responsible for overall management of the operational projects in his area. The person is to supervise program staff in the provincial office, provide administrative and logistical support for the program implementation, liase with the relevant local authorities, and agencies, prepare projects progress reports, control project budgets, oversee and participate in community analysis, needs assessment and participate in the development of new projects.
1. Develop and supervise program offices inside Afghanistan:
Prepare community and provincial level work plans and budgets.
Assign field staff for project implementation.
Monitor field program staff performance.
Ensure that timely and accurate progress reports are prepared and submitted to the program manager.
Participate in development of new projects.
2. Provide administrative and logistical support for the program implementation.
Ensure that procurement plan is prepared and submitted to the program manager on time.
Ensure that the purchase requests for project materials are prepared well a head of time and that the project supply is in hand when needed.
Ensure that the program vehicles are operational and are well maintained
Ensure that all CARE financial and administrative rules and regulations are strictly implemented.
Provide needed coaching to all field staff.
Provide support and guidance for projects implementation.
Recommend proper solution to the apparent problems.
Exchange experience/lessons learned among staff.
Monitor projects progress, site visit discussion with field staff.
Oversee projects proper and standard documentation.
3. Review needs assessment reports and recommends approval of community operation plans and projects.
Oversee and participate in community needs assessments.
Oversee and participate in negotiation of community agreement.
Oversee conduction of technical survey ensure accuracy and quality of the surveys.
Ensure that the community, district and provincial operation plans are submitted on time to the head office.
4. Liaise with appropriate local government authorities and other agencies to facilitate program implementation:
Identify appropriate contact.
Keep contact informed of projects progress.
5. To perform other job related tasks assigned by your supervisor as and when asked.
A. EDUCATION:
University degree in social or technical sciences
B. WORK EXPERIENCE:
5 or more years of experiences in project management, Administration, community development.
C. SKILLS:
General management, public administration, community development, Monitoring & Evaluation, report writing, good Spoken and written English language skills are required.
D. GENERAL:
The position requires strong negotiation, communication and inter-personal skills.
