The Qatar Red Crescent Society (QRCS) is a humanitarian organization dedicated to providing relief and development assistance to vulnerable communities worldwide. The Afghanistan office is implementing multiple projects aimed at improving the lives of affected populations through health, education, water and sanitation, emergency, and livelihood programs.
To ensure the effective implementation of these projects, QRCS Afghanistan is seeking an experienced and highly skilled Projects Implementation Officer to lead and oversee its programs.
Job Summary
The Projects Implementation Officer will be responsible for the overall planning, implementation, monitoring, and reporting of QRCS projects in Afghanistan. The role requires strong leadership, coordination, and technical skills to ensure projects are delivered on time, within scope, and in compliance with donor and organizational requirements.
Duties & Responsibilities
Key Responsibilities
Project Planning and Implementation:
Develop detailed project plans, including timelines, budgets, and resource allocation.
Ensure effective implementation of project activities in line with approved proposals, donor agreements, and QRCS policies.
Monitor project progress and prepare reports (daily, weekly, monthly, quarterly and final).
Coordinate with relevant stakeholders, including government authorities, community leaders, and partner organizations.
Team Leadership and Management:
Supervise and support project staff, ensuring clear roles and responsibilities.
Provide technical guidance and capacity building to team members.
Foster a collaborative and productive work environment.
Monitoring, Evaluation, and Reporting:
Develop and implement monitoring and evaluation frameworks to track project progress and impact.
Prepare timely and accurate reports for donors, QRCS headquarters, and other stakeholders.
Conduct regular field visits to monitor project activities and address challenges.
Financial Management:
Oversee project budgets, ensuring efficient and transparent use of funds.
Monitor expenditures and ensure compliance with donors and organizational financial policies.
Coordination and Representation:
Government Liaison & Cluster Participation – Strengthen the role in engaging with government entities and participating in humanitarian coordination forums.
Compliance with QRCS-AF Systems – Ensure the Projects Implementation Officer is responsible for using and aligning with CMS (Communication Management System), and ERP tools.
Deliverables & KPIs – Define measurable targets related to project execution, reporting, and stakeholder engagement.
Risk Management & Security – Include responsibilities for identifying implementation risks and ensuring adherence to QRCS-AF safety and security protocols.
Capacity Building – Emphasize the role in training and mentoring local staff and partners for long-term sustainability.
Job Requirements
Qualifications and Experience
Education:
Bachelor at project management, Civil Engineering, Agriculture, or a related field (Preferred master’s degree in project management or equivalent)
Experience:
Minimum of 5 years of experience as a Projects Implementation Officer in international non-governmental organizations (INGOs).
Proven track record of managing multi-sectoral projects (livelihoods, WASH, Emergency) in complex and insecure environments.
Experience working in Afghanistan or similar contexts is highly desirable.
Languages:
Fluency in English (written and spoken) is required.
Proficiency in Arabic is preferable.
Fluency in Pashto and Dari (written and spoken) is must.
Skills and Competencies:

Ability to work under pressure and meet tight deadlines.
Strong communication, negotiation, and interpersonal skills.
Proficiency in Microsoft Office and project management software.
