Job Summary

The Provincial Grants Procurement Officer will be responsible for maintaining a cost effective and fully accountable grants procurement system in accordance with established Stability and Rural Development Program and USAID procurement procedures, for the province of Zabul and the districts of Qalat, Shahjoy and Tarnak Wa Jaldak.

Duties & Responsibilities


Support the program’s procurement needs in Zabul province in a transparent and ethical manner for all actions related to planning, soliciting, negotiating, and awarding diverse types and sizes of procurements in accordance with all applicable USG, USAID and Stability and Rural Development Program policies, procedures, and regulations.

Responsible for maintaining a cost effective and fully accountable grants procurement system in accordance with established Stability and Rural Development Program and USAID procurement procedures, for the province of Zabul and the districts of Qalat, Shajoy and Tarnka Wa Jaldak.

Maintain a comprehensive record-keeping and monitoring system for all grant procurement transactions in Zabul province.

Assist with the issuance of complex RFPs & RFQs, analyzing and evaluating responses and making recommendations for supplier selection. Prepare bid lists, evaluate bids and proposals, negotiate contracts, and place purchase orders in conformity with company policy, legal guidelines, contracting principles, and cost effective constraints.

Ensure that procurement documentation and electronic filing systems are organized in a user friendly manner compliant with all applicable USG, USAID and Stability and Rural Development Program policies, procedures, and regulations.

Support the development and implementation of advanced supplier assessment techniques. Maintain an up-to-date suppliers and contractors database.

Support the vetting process of vendors.

Prepare weekly, monthly, and quarterly provincial procurement updates; prepare status and other reports as necessary regarding progress and performance, problems and corrective actions, and general oversight. Reports shall be of sufficient scope to be useful to senior management in monitoring the progress of procurement activities; where deficiencies are noted, recommend corrective actions.

Ensure that materials and services are purchased at specified quality, fair and reasonable prices, and within required lead times.

Provide recommendations regarding audit issues related to procurement and recommend specific steps for immediate and effective corrective actions.

Support the coordination of supply activities in support of all program operations: supply storage, inventory, accountability, cataloguing, preservation and packaging of materials, shipping and transportation, utilization and disposition of Stability and Rural Development Program equipment, material and administrative supplies.

Support MRRD, NSP, and NABDP grant procurement procedures and mirror these systems as closely as possible.

Support the orderly, effective, compliant, and timely close out of the procurement department.

Understand and enforce Stability and Rural Development Program’s policy of zero tolerance for fraud, waste and corruption

Job Requirements


3+ year’s experience in procurement.

Bachelor Degree preferred.

Experience with and strong working knowledge of USAID and USG policies, procedures, and regulations, in particular USG and USAID acquisition regulations (FAR and AIDAR), 22 CFR 226, OMB Circulars A-110/A-122/A-133, and the USAID ADS. Significant experience in working with USAID-funded programs.

Knowledge of MRRD, NSP, and NABDP grant systems and procedures.

Advance knowledge of Microsoft Office Suite.

Fluency in English.

Residents of Zabul, Helmand, and Uruzgan or Kandahar provinces strongly preferred
